This route runs from the Pearl River Delta via Nansha, then follows a lane whose routing, Suez or Cape of Good Hope, is decided service by service; at the far end is a port run under its own dangerous-goods ordinance, which tracks every class 9 box electronically from the Elbe to the rail siding.

Germany expects the battery to be registered, labelled and pre-declared before it is loaded in China. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • German-language safety information
  • EU declaration of conformity
  • Final UN numbers and package counts

Route profile

What sets Guangzhou → Hamburg apart

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Destination port

Hamburg

Every dangerous-goods movement notified to GEGIS, at least 24 hours before the ship reaches the port, with terminal storage capped by quantity limits and safety distances.

Where this route gets difficult

Where Guangzhou → Hamburg shipments get held up: 6 points

In the order the cargo meets them: at the loading port, at sea, at Hamburg and at customs in Germany.

  1. Origin port

Packaging certificate data now shared in Dongguan

Dongguan Customs and Dongguan MSA began sharing dangerous-goods packaging certificate data in September 2026, which they called a first in China, and agreed joint action on concealed and false declarations; Huangpu Customs runs a joint 'lithium batteries going overseas' service against misdeclaration as well. A mismatch between packaging certificate and MSA filing is visible to both.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

Dongguan factory to Nansha: the new one-box route

On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  3. Sea corridor

EU emissions trading now covers the whole inbound voyage share

Ships of 5,000 GT and above calling at EU ports, Hamburg included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.

What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.

  4. Destination port

Terminal space for class 9 is limited by quantity and distance rules

Packaged dangerous goods may stay temporarily on a Hamburg terminal only within the ordinance's quantity limits, safety distances and fire-protection measures, or the limits in that site's own permit. Battery containers therefore compete for a limited number of dangerous-goods slots, and a box that waits for customs or trucking occupies one.

What Anxin does: We ask the importer to have customs release and onward transport arranged before arrival, so a battery container does not need to wait on the terminal.

  5. Import country

CE marking and a declaration of conformity in the right language

The importer in Germany carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Germany asks for, have both been required since 18 August 2024 for batteries entering the EU market.

What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Germany importer. We check that the documents exist and match the goods; we do not assess conformity.

  6. Import country

    Substance limits for portable batteries

For portable batteries, Annex I sets maximum levels of 0.0005 % mercury, 0.002 % cadmium and 0.01 % lead by weight, the lead limit applying since 18 August 2024. The importer in Germany may be asked by market surveillance to demonstrate compliance.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.

Documents & compliance

What to have ready: Guangzhou to Hamburg

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Before loading in Guangzhou

  • Packaging certificate and MSA cargo report cross-checked line by line (UN number, packaging code, quantity)
  • Importer name, trade name and postal address printed on battery or packaging
  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report

Carrier and voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • Final DG data on the booking (UN number, proper shipping name, packages, gross mass) before departure, for the carrier's GEGIS notification

For import into Germany

  • Onward trucking, rail or barge booked before arrival, to limit terminal dwell
  • Confirmation that the battery category's OfH participation is in place (BattDG)
  • Battery Regulation label / QR-code status, and battery passport where the battery is EV, LMT or industrial above 2 kWh

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for Germany before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Hamburg.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Guangzhou to Hamburg

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Germany requires. Both have applied since 18 August 2024.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
