Germany expects the battery to be registered, labelled and pre-declared before it is loaded in China. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Bremen and at customs in Germany.
At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
Ships of 5,000 GT and above calling at EU ports, Bremen included, are in the EU Emissions Trading System: 50% of the emissions of a voyage from China are covered, and the share of emissions for which lines must surrender allowances rises from 70% (for 2025 emissions) to 100% from 2027. Carriers can pass that cost on as a surcharge.
What Anxin does: We ask for the emissions surcharge to be shown as its own line in the quote, with the basis the carrier uses, so that successive quotes can be compared like for like.
The Battery Regulation phases in the information a battery must carry. The general information label applies from 18 August 2026 (or 18 months after the label-format implementing act, if that comes later), and every battery needs a QR code from 18 February 2027. For EV, light-means-of-transport and industrial batteries above 2 kWh, that QR code must open a battery passport. Where the battery is too small, the label goes on the packaging and documents instead. Stock that leaves Guangzhou without these elements cannot simply be relabelled on the quay in Bremen.
What Anxin does: Before booking we ask the Germany importer to confirm which battery category the goods fall into and that label, QR code and passport data are settled. We check carton and label photos against that answer; we do not certify conformity.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Germany for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Germany we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Germany can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the Germany import file. We check the three against each other before the booking is confirmed.

Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
