This route runs from the Pearl River Delta via Nansha, then follows a Bab el-Mandeb and Suez passage into the Mediterranean; at the far end is the port of Nantes.
The French side checks the producer's unique identifier (IDU) as well as the EU battery rules. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Route profile
Mediterranean services are the ones most likely to use Suez again (57% in September 2026), which puts the cargo back through Bab el-Mandeb, rated a SUBSTANTIAL threat.
A SYDEREP IDU and eco-organisme membership for every battery category, with EU duties from CE marking to the importer's address on the battery.

Where this route gets difficult
Listed from loading in Guangzhou to import into France, each with what we do about it.
On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.
What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.
Asia–Mediterranean services used the Red Sea 57% of the time in September 2026 according to Sea-Intelligence, compared with 27% for North Europe, so a box for Nantes most probably goes via Suez and through Bab el-Mandeb. The JMIC rated that strait SUBSTANTIAL on 24 September 2026; the Houthis call their blockade selective and now hold Perim Island in the channel.
What Anxin does: We ask the carrier which routing its service to Nantes uses and name it on the quote, together with any war-risk or emergency surcharge.
Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in France can ask the importer to show that the goods meet these limits.
What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the France importer; we do not test batteries.
Until 2025 the French batteries stream covered portable batteries. From 18 August 2025 producers of all five categories, including industrial and EV batteries, must join an approved eco-organisme or have an individual system approved. Batribox and ecosystem hold approvals for all categories to the end of 2030; Corepile's members now deal with ecosystem.
What Anxin does: For storage and industrial packs we ask which eco-organisme covers the category, because an ESS shipment to Nantes falls under the same rule as consumer cells.
Road delivery from Nantes is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the France haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Guangzhou.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the France import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Second inspection at Nansha because factory records are incomplete | Dongguan factory → Nansha | Photos, packing certificate and declaration matched before trucking | Anxin |
| Security incident near Bab el-Mandeb changes the routing or adds surcharges | Southern Red Sea | Routing and surcharges stated in writing before booking | Carrier, checked by Anxin |
| Industrial batteries placed on the market with no eco-organisme | French REP enforcement | Category and eco-organisme confirmed at booking | Producer |
| Road route planned through a category E tunnel | Road leg from Nantes | Tunnel code (E) passed to the haulier with the transport data | Haulier / forwarder |
Questions
ADR, which the EU applies to domestic journeys through Directive 2008/68/EC. UN 3480 is class 9, transport category 2, with tunnel restriction code (E).
Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.
Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
