Where this route gets difficult
They run from the Guangzhou terminal through the voyage to Rauma and the Finland import file.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
Up to the Danish straits the voyage matches North Europe's: Sea-Intelligence put Red Sea routing at 27% for North Europe services in September 2026, so most containers still sail round the Cape of Good Hope, where SAMSA estimates about 35% of the containers lost in 2024 went overboard.
What Anxin does: We quote the Suez and Cape routings separately when both are offered and apply the CINS stuffing checks strictly on Cape sailings.
Road delivery from Rauma is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).
What Anxin does: We give the Finland haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Guangzhou.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Finland for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Finland we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
Regulation (EU) 2025/1561 pushed the Battery Regulation's due diligence duties for cobalt, lithium, nickel and natural graphite back to 18 August 2027 and gave the Commission until 26 July 2026 for its guidelines. Buyers in Finland are already collecting the supply-chain information they will need.
What Anxin does: We pass the Finland buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Finland requires. Both have applied since 18 August 2024.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
