What to watch between Guangzhou and Sept-Îles: 6 points

  1. Origin port

    Customs and MSA now compare packaging certificates

    In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

    What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

    Pearl River typhoon season and rolled boxes

    The tropical cyclone season in the region runs from June to October according to the Hong Kong Observatory, with July to September the busiest months. At Nansha, on the Pearl River mouth, a gate closure or a vessel change sends the DG filings and the packing certificate after the box to its new sailing.

    What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  3. Sea corridor

    The St Lawrence icebreaking season, December to May

    From December to May the Canadian Coast Guard breaks ice on the Gulf of St Lawrence and the river, and ships must clear with ECAREG CANADA 24 hours before entering, giving their ice class. Whether a winter sailing reaches Sept-Îles on time depends on the ship's ice capability and icebreaker routing.

    What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Sept-Îles is ice-classed and build slack into delivery.

  4. Import country

    A 24-hour number and English or French documents for the Canadian road leg

    Canada accepts IMDG marking and documentation for the truck move out of Sept-Îles (TDG s. 9.3), provided the shipping document is legible in English or French, gives a 24-hour number and the container is placarded under TDG Part 4 or the IMDG Code.

    What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

  5. Import country

    CARM: no posted security, no release before payment

    The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Sept-Îles has to settle this before the first container lands.

    What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  6. Import country

    Québec's June 2025 French-labelling rules

    Since 1 June 2025, Québec lets recognised non-French trademarks stay untranslated on products, but any generic or descriptive words in them must appear in French on the product or a permanently attached medium. Stock made before that date can be sold until 1 June 2027.

    What Anxin does: We check product and packaging artwork for goods going to Sept-Îles for French versions of descriptive wording before the order is packed.

NOAA's storm study found hurricane-force winter storms from October to April, most often in January.
