From Guangzhou to Nanaimo, cargo moves through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, crosses the open North Pacific, where weather is the main risk, and is discharged at the port of Nanaimo.

Where this route gets difficult
They run from the Guangzhou terminal through the voyage to Nanaimo and the Canada import file.
Nansha MSA told a July 2024 meeting on energy-storage carriage that ESS batteries should travel at roughly 25% state of charge, with accidental activation prevented. It is advice, not a binding rule, yet it is the number the local authority has put on the record.
What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.
From Guangzhou the drawn corridor to Nanaimo runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Nanaimo has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
Under s. 14 of the Canada Consumer Product Safety Act, an importer that learns of a health or safety incident involving a consumer product must tell Health Canada and its supplier within two days, and file a written report within ten. For battery products sold in Canada, the Chinese supplier's test and batch data are needed quickly.
What Anxin does: We make sure the importer has the manufacturer's contact, batch identifiers and test reports on file with each shipment, so an incident report can be made on time.
TDG Regulations s. 9.3 let an international consignment move by road to or from Nanaimo under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
