From Guangzhou to Fraser River Docks, cargo moves through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check, crosses the open North Pacific, where weather is the main risk, and is discharged at the port of Fraser River Docks.

On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Dongguan–Nansha one-box
  • Typhoon season Jun–Oct
  • CARM account
  • Bilingual labels

Route profile

How Guangzhou → Fraser River Docks differs from other lanes

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Sea corridor

Transpacific (North Pacific)

No canal or Red Sea passage, but a North Pacific crossing where winter storms have collapsed container stacks.

Where this route gets difficult

Where Guangzhou → Fraser River Docks shipments get held up: 6 points

Listed from loading in Guangzhou to import into Canada, each with what we do about it.

  1. Origin port

Nansha MSA's state-of-charge advice for energy storage

At a July 2024 meeting on energy-storage carriage, Nansha MSA recommended shipping ESS batteries at a state of charge of around 25% and preventing accidental activation. It is a recommendation rather than a fixed rule, but it is the figure the local authority has put on record.

What Anxin does: For ESS cargo leaving Nansha we ask the manufacturer to state the shipping state of charge and the anti-activation measures in writing, and put both in the documents the carrier sees.

  2. Origin port

Typhoon weeks at the Pearl River mouth

The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.

What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.

  3. Sea corridor

No chokepoint, but North Pacific storms

The drawn corridor from Guangzhou crosses the North Pacific, with no canal and no Red Sea exposure. Weather is the risk instead. In November 2020 the ONE Apus, sailing from Yantian to Long Beach, suffered a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; its owners reported that more than 1,900 containers could be lost or damaged, including up to 40 hazmat boxes.

What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  4. Import country

Port of Vancouver: pre-notification and DG acceptance

The Vancouver Fraser Port Authority, with other agencies, requires pre-notification before dangerous goods move within the port. Applications for dangerous goods acceptance go through its Pacific Gateway Portal, and handling must follow the Canada Shipping Act and the TDG Act.

What Anxin does: We give the carrier and its agent the complete DG data for Fraser River Docks early enough for the port authority's acceptance process, and pass the same data to the consignee's trucker.

  5. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Fraser River Docks, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  6. Import country

British Columbia's new battery-product EPR category

British Columbia's 2025 recycling amendments bring products that contain or use batteries of 5 kg or less, portable power stations and separately sold replacement batteries under producer responsibility. Producers must file an EPR plan by 15 December 2026 and run the program from 1 October 2027.

What Anxin does: For goods sold in British Columbia after landing at Fraser River Docks, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.

Documents & compliance

Documents to line up for Guangzhou → Fraser River Docks

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

In Guangzhou, before the box is loaded

  • For ESS: written shipping state of charge and anti-activation measures from the manufacturer
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • Bilingual (English/French) retail labelling checked on artwork
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)

For the carrier and the voyage

  • Stuffing photos before, during and after packing, checked for blocking and bracing
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For the importer in Canada

  • Importer's CARM account and release-prior-to-payment security confirmed
  • English DG documents with a 24-hour number for the Canadian road leg

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Guangzhou export filings, the carrier booking and the Canada import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Guangzhou → Fraser River Docks route

Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
