Lithium batteries for Wyndham go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face a southward passage towards Oceania, and they arrive at the port of Wyndham.
On the Australian side the ABF, the biosecurity rules and the state port authority each want paperwork early. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
A southward run towards Oceania, into Australia's November–April cyclone season and, for Australia, the BMSB season from September to April.
Australia wants cargo data 48 hours ahead, clean biosecurity paperwork and a DG notice to the port.

Where this route gets difficult
Listed from loading in Guangzhou to import into Australia, each with what we do about it.
In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.
What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.
The Hong Kong Observatory puts the region's tropical cyclone season from June to October, busiest July to September. Nansha sits at the mouth of the Pearl River; a closed gate or a changed vessel means the DG filings and the packing certificate have to follow the box to a new sailing.
What Anxin does: From June to October we leave slack between stuffing and the DG cut-off at Nansha and refile quickly if the vessel changes.
The first part of the route passes the western North Pacific typhoon area, which averages 25.1 typhoons a year, peaking in August and September (Japan Meteorological Agency, 1991–2020).
What Anxin does: For July–October sailings we confirm DG cut-offs a week ahead and refile promptly if the vessel changes.
The Bureau of Meteorology's cyclone season runs from 1 November to 30 April; the Australian region averages 10 tropical cyclones a season, 3-4 of them making landfall. Wyndham is on the northern coastline where cyclones cross, and ports there stop working while one passes.
What Anxin does: For November-April arrivals at Wyndham we allow slack in the delivery plan and pass on port closures and revised arrival times as soon as the carrier issues them.
On a voyage from Guangzhou the cargo report must reach the ABF's Integrated Cargo System 48 hours before arrival at the first Australian port. For Wyndham that may be an earlier call on the coast, which brings the deadline forward.
What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Wyndham is lodged on time and matches the DG declaration.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Guangzhou filings, the carrier booking and the Australia import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Mismatch between packaging certificate and MSA filing flagged by shared data | Dongguan / Nansha | Line-by-line check before submission | Anxin with the declarant |
| Typhoon closure after filings are made | Nansha, Jun–Oct | Slack in stuffing date; prompt refiling | Anxin with the declarant |
| Late cargo report delays release | First Australian port | House bill data sent early | Carrier / NVOCC |
Questions
At least 48 hours before the ship reaches its first Australian port, for voyages of 48 hours or more such as those from China.
Chapter 85 goods are target high-risk goods. China is an emerging risk country, so goods shipped from China between 1 September and 30 April may be selected for random inspection; transhipment through a target risk country can make treatment mandatory.
Nansha MSA has recommended around 25% for ESS batteries and measures against accidental activation. Treat it as the local authority's recommendation; the carrier's own acceptance conditions also apply.
