Lithium batteries for Broome go through Guangzhou's Nansha terminals, which since September 2026 accept Dongguan-inspected battery boxes without a second check. On the way they face a long corridor south from the China coast, across the equator, and they arrive at the port of Broome.

On the Australian side the ABF, the biosecurity rules and the state port authority each want paperwork early. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Nansha export
  • Dongguan–Nansha one-box
  • State DG notice
  • ICS cargo report
  • Packing declaration

Route profile

How Guangzhou → Broome differs from other lanes

Origin port

Guangzhou (Nansha)

Pearl River Delta battery cargo through Nansha, where a September 2026 agreement lets Dongguan-inspected containers load without a second MSA check, and where typhoon season runs June to October.

Import country

Australia

For Australia, the cargo report, the packing declaration and the state's DG notice all come before arrival.

Where this route gets difficult

Where Guangzhou → Broome shipments get held up: 6 points

Listed from loading in Guangzhou to import into Australia, each with what we do about it.

  1. Origin port

Customs and MSA now compare packaging certificates

In September 2026 Dongguan Customs and Dongguan MSA started sharing dangerous-goods packaging certificate data, described as a first in China, together with joint action against concealed and false declarations; Huangpu Customs also runs a joint 'lithium batteries going overseas' service against misdeclaration. A packaging certificate that does not match the MSA filing is now visible to both agencies.

What Anxin does: We check that the UN number, packaging code and quantities on the packaging certificate are exactly those on the MSA cargo report before either is submitted.

  2. Origin port

Dongguan factory to Nansha: the new one-box route

On 22 September 2026 Dongguan and Guangzhou MSA agreed to extend the one-box model to Nansha: Guangzhou MSA recognises Dongguan MSA's factory inspection and does not re-inspect unless necessary. The first box was stuffed in Dongguan that day and sailed from Nansha to Singapore on 24 September. The model is new at Nansha, so the factory record has to be right first time.

What Anxin does: We ask at booking whether your Dongguan factory can use the Nansha one-box arrangement and make sure the stuffing photos, packing certificate and DG declaration match, because a mismatch is the 'necessary' case that brings the second inspection back.

  3. Sea corridor

    Through Indonesia's archipelagic sea lane

The route from Guangzhou to Broome runs south through the Makassar Strait and the Lombok Strait, part of Indonesia's archipelagic sea lane II adopted by the IMO in 1998 (MSC.72(69)). For that stretch the ship is inside Indonesian archipelagic waters, so any contingency with the cargo would be handled there.

What Anxin does: We make sure the DG declaration and emergency response information are complete and travel with the ship's documents for the whole voyage to Broome.

  4. Import country

The most cyclone-prone stretch of Australian coast

Pilbara Ports describes the coast between Broome and Exmouth as Australia's most cyclone-prone, with about five tropical cyclones a season offshore and about two crossing the coast. Broome lies on that stretch, and ports there close while a cyclone passes.

What Anxin does: For November-April arrivals at Broome we allow slack in the delivery plan and pass on closures as soon as the carrier reports them.

  5. Import country

The sea cargo report is due 48 hours before arrival

Australian Border Force requires the sea cargo report in the Integrated Cargo System at least 48 hours before the ship reaches its first Australian port on voyages of 48 hours or more, which covers every sailing from Guangzhou. If Broome is not the first port of call, the deadline runs from the earlier port.

What Anxin does: We give the carrier and any NVOCC final house bill data at booking, so the cargo report for Broome is lodged on time and matches the DG declaration.

  6. Import country

Kimberley ports: DG notice and Harbour Master permission

At Broome, Kimberley Ports Authority wants DG notified 24 hours before entry and grants permission class by class; KPA also oversees Derby and Wyndham. A battery container for Broome should be planned on that basis and confirmed with the port.

What Anxin does: We give the carrier's agent full DG details early, so the permission for Broome can be sought well before arrival.

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Guangzhou filings, the booking with the carrier and the documents for Australia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Broome.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Guangzhou to Broome

At least 48 hours before the ship reaches its first Australian port, for voyages of 48 hours or more such as those from China.

South through the Makassar Strait and the Lombok Strait, along Indonesia's archipelagic sea lane II (IMO resolution MSC.72(69)).

Both now have a one-box arrangement with Dongguan MSA: Yantian since May 2026 and Nansha since 22 September 2026, so a container inspected at the factory need not be reopened at the terminal unless necessary. The choice then comes down to the carrier's service to your destination and the cut-offs; we compare both when you book.
