This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows the monsoon-driven seas of Southeast Asia; at the far end is the port of Saigon Port.
On the Vietnamese side the manifest deadline is short and importers carry an EPR obligation for batteries. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Loading port first, then the sea leg, then Saigon Port and the Vietnam market.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Saigon Port the risk is less the sea passage than a port closure in Dalian or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Since 15 August 2025, Decree 167/2025 requires the e-manifest, bill of lading data and dangerous goods declaration to reach Vietnam Customs 12 hours before the ship arrives when the voyage is shorter than five days, or 24 hours before on longer voyages. From Dalian the short limit usually applies, so the DG data must be final at booking.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.
Vietnam checks lithium batteries for phones, tablets and laptops against QCVN 101: inspection registration, testing and a declaration of conformity are needed before sale. Importers receiving them at Saigon Port should start early.
What Anxin does: For consumer batteries we ask the importer to start the QCVN 101 registration before the goods leave Dalian, using test data from the manufacturer.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.

Questions
Twelve hours before arrival for voyages under five days, 24 hours for longer ones, together with the e-manifest and B/L data.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
