Yellow Sea · East China Sea · Taiwan Strait · South China Sea
Lithium batteries for Da Nang go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face Southeast Asian waters, with their typhoon and monsoon seasons, and they arrive at the port of Da Nang.
Vietnam adds an e-manifest and DG declaration due 12 hours before arrival on short voyages. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
Vietnam's filings come early, its EPR rules reach importers, and storms close ports on this coast.

Where this route gets difficult
They run from the Dalian terminal through the voyage to Da Nang and the Vietnam import file.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Da Nang the risk is less the sea passage than a port closure in Dalian or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Vietnam now wants the manifest, B/L data and DG declaration 12 hours before arrival for short voyages and 24 hours for longer ones (Decree 08/2015 as amended in 2025). For a container from Dalian to Da Nang, errors found after that point hold the box.
What Anxin does: We send the carrier the full DG description with the booking, so the Vietnamese filing can go in on time without corrections.
Decree 05/2025 keeps batteries under Vietnam's extended producer responsibility rules. Importers, like producers, must either recycle the batteries they place on the market or pay into the Vietnam Environment Protection Fund.
What Anxin does: At quotation we remind the importer at Da Nang that the EPR obligation follows the goods, so it can register the volumes it imports.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the Vietnam import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Declaration flagged by document comparison; container opened | Dayaowan | Cross-document reconciliation before filing | Anxin with the declarant |
| Typhoon closes a port; the box moves to a later vessel | Southeast Asian ports, Jul-Oct | Back-up vessel with DG acceptance; prompt refiling | Anxin with the carrier |
| Container held for a late or corrected DG declaration | Vietnamese port of discharge | DG data final at booking | Carrier, with data from Anxin |
Questions
They fall under QCVN 101: quality-inspection registration, testing and a declaration of conformity before sale.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
