Where this route gets difficult

5 points to plan for on the Dalian → Wilmington (Delaware) route

In the order the cargo meets them: at the loading port, at sea, at Wilmington (Delaware) and at customs in United States.

  1. Origin port

    A smaller flow under the new ship-carriage standard

    Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.

    What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Sea corridor

    Panama's draft limit depends on the lake

    The Panama Canal Authority sets the maximum draft in the Neopanamax locks according to Gatun Lake levels. In September 2026 it postponed a planned cut from 14.63 m to 14.48 m that was due on 1 October (advisory A-33-2026). A lower limit means ships transiting the new locks can load less.

    What Anxin does: We check the canal advisory in force when we quote for Wilmington (Delaware) and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  3. Import country

    The ISF deadline falls before the box is loaded

    CBP must have the Importer Security Filing 24 hours before the container is laden in Dalian, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.

    What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Dalian, ahead of the vessel's loading window.

  4. Import country

    'China' has to be marked on each article or its container

    19 CFR 134.11 requires every imported article, or its container, to carry the English name of the country of origin in a conspicuous place, as legibly, indelibly and permanently as the article allows, at the time it is imported. Batteries and battery products reaching Wilmington (Delaware) without it can be held until they are marked.

    What Anxin does: We check product and carton photos for a durable 'Made in China' marking before stuffing in Dalian, rather than leaving it for re-marking in a US warehouse.

  5. Import country

    CPSC certificate data now filed at entry

    Since 8 July 2026, importers of consumer products that are subject to a CPSC certification requirement must electronically file the certificate data at entry; goods entered from a Foreign Trade Zone follow on 8 January 2027. Whether a battery-powered product is caught depends on the rules that apply to that product, not on the battery alone.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.
