This route runs from Liaoning through Dalian's Dayaowan terminals, then follows a North Pacific corridor with no canal or chokepoint; at the far end is the port of Stockton.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Stockton and at customs in United States.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
NOAA's Ocean Prediction Center found hurricane-force winds (64 knots and above) in North Pacific mid-latitude storms in every month from October to April, peaking in December, with 15 to 23 such storms per season in its 2001–2004 records. They are not typhoons, so they do not follow the tropical calendar.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing and confirm the full DG data are on the manifest.
The IMDG waiver in 49 CFR 171.25(d)(2) spares the emergency telephone number only when cargo stays on the ship or moves between vessels without using a public highway. Once the container is trucked out of Stockton, the shipping paper needs a numeric emergency response number that is monitored at all times and answered by someone who knows the material; an answering service that calls back does not count. Goods shipped as 'Battery powered equipment' are exempt.
What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.
California has added battery-embedded products to its electronic-waste program: from 1 January 2026 buyers pay a recycling fee at purchase, and each covered product must show the manufacturer's name or brand and the battery chemistry (or put it on the maker's website), with an annual product notice to CalRecycle and retailers.
What Anxin does: If the goods landing at Stockton are devices with built-in batteries for sale in California, we ask the brand owner to confirm the chemistry labelling and the CalRecycle notice before shipping.
Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Stockton.
What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the United States import file. We check the three against each other before the booking is confirmed.

Questions
For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
