Lithium batteries for Provincetown go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face a Pacific crossing and a Panama Canal transit, and they arrive at the port of Provincetown.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Provincetown and at customs in United States.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
The last leg north to Provincetown runs up the US East Coast in the North Atlantic, where NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in every month from October to April, most often in January.
What Anxin does: For October–April arrivals we check blocking and bracing on stuffing photos before sealing, and allow slack in the delivery plan.
Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Provincetown can be delayed or refused.
What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Dalian, so the AMS filing and the DG manifest say the same thing.
A container landed at Provincetown without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Provincetown, and chase any missing invoice or HTS detail while the ship is still at sea.
US importers, like manufacturers and retailers, must tell CPSC within 24 hours once they have information reasonably suggesting that a consumer product fails a safety rule or has a defect that could create a substantial hazard. Battery overheating reports from customers can trigger that duty, and CPSC expects any investigation to take no more than about 10 working days.
What Anxin does: We keep the manufacturer's batch records, UN 38.3 summaries and packing photos for each shipment to Provincetown, so the importer can answer CPSC questions quickly.

Yes, if the container moves on a public highway. The IMDG waiver in 49 CFR 171.25(d)(2) only covers cargo that stays on the ship or moves between vessels; otherwise 49 CFR 172.604 requires a monitored number answered by someone with the emergency information. Goods shipped as 'Battery powered equipment' are exempt.
It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
