Lithium batteries for Pensacola go from Liaoning through Dalian's Dayaowan terminals. On the way they face the Pacific, the Panama Canal and the Caribbean, and they arrive at the port of Pensacola.

The US side adds a 25% Section 301 duty line, forced-labour scrutiny of lithium supply chains and an ISF deadline that falls before loading. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

What we need to start

  • Winter ice & spring fog
  • Dalian Dayaowan export
  • HTS code 8507.60
  • ISF filer
  • Supply-chain tracing file

Route profile

What sets Dalian → Pensacola apart

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Sea corridor

Asia – Americas via the Panama Canal

Gatun Lake levels set how much a ship can load through Panama; the Caribbean leg then crosses hurricane waters from June to November.

Where this route gets difficult

Where Dalian → Pensacola shipments get held up: 5 points

Loading port first, then the sea leg, then Pensacola and the United States market.

  1. Origin port

Misdeclaration is the problem Dalian's MSA names first

Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Sea corridor

Hurricane season on the Caribbean side

The Atlantic hurricane season, covering the Caribbean and the Gulf of America, runs from 1 June to 30 November, peaking around 10 September, with an average of 14 named storms. Ports on the way to Pensacola close ahead of storms, and ships wait or divert.

What Anxin does: For August–October arrivals we build slack into delivery plans and pass the carrier's revised arrival straight to your consignee.

  3. Import country

AMS: the manifest CBP sees before the ship leaves Dalian

Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Pensacola can be delayed or refused.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Dalian, so the AMS filing and the DG manifest say the same thing.

  4. Import country

The emergency response number has to be answered live

US rules want a numeric emergency response telephone number on the shipping paper for battery cargo that leaves Pensacola by road, monitored for as long as the goods are in transport and answered by a person with the emergency information for UN3480 or UN3090. A call-back service fails the test (49 CFR 172.604); only the IMDG waiver for cargo that never touches a public highway avoids it.

What Anxin does: Before sailing we confirm who provides the 24-hour number for the US leg, usually the importer's emergency response provider, and put it with the contract reference on the DG documents we send to the trucker.

  5. Import country

    A US-only carton mark for SP188 shipments

Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.

What Anxin does: When the shipper declares SP188 for a Pensacola booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance

Checklist for Dalian → Pensacola

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Before loading in Dalian

  • UN number, class, quantity and SDS reconciled across all documents before the Dalian filing
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)

For the shipping line

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)
  • Lithium battery mark (SP188 cargo) or class 9 labels and placards

For import into United States

  • 24-hour emergency response number (and provider reference) for the US road leg
  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • Supply-chain tracing file for cells and lithium inputs, in case of a UFLPA request

Before you book

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Dalian to Pensacola

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

1 June to 30 November, peaking around 10 September, according to the US National Hurricane Center.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
