Lithium batteries for Milwaukee go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face a corridor into Atlantic Canada's waters, and they arrive at the port of Milwaukee.

US entry is decided as much by paperwork filed in China as by anything at the port. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Dalian Dayaowan export
  • Winter ice & spring fog
  • Supply-chain tracing file
  • HTS code 8507.60
  • ISF filer

The Dalian → Milwaukee route in brief

Sea corridor

Atlantic Canada and St Lawrence waters: icebreaking in winter, hurricane-force storms from October to April.

Import country

United States

Two filings before loading, a Section 301 line set by classification, UFLPA supply-chain questions and a 15-day General Order clock after discharge.

Where this route gets difficult

Where Dalian → Milwaukee shipments get held up: 5 points

They run from the Dalian terminal through the voyage to Milwaukee and the United States import file.

  1. Origin port

Sea fog off Dalian, April to July

Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.

What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  2. Sea corridor

North Atlantic winter storms peak in January

NOAA's Ocean Prediction Center has recorded hurricane-force mid-latitude storms in the North Atlantic from October to April, most often in January. The final leg to Milwaukee crosses those waters.

What Anxin does: For winter sailings we check blocking and bracing on stuffing photos before sealing.

  3. Import country

Which 8507.60 line decides the Section 301 duty

For lithium-ion batteries entered from 1 January 2026 USTR set the Section 301 additional duty on HTSUS 8507.60.0020 (the non-EV line) at 25%, the level EV batteries under 8507.60.0010 reached in 2024. Other China-specific duties can be added and change at short notice, so the classification and the entry date both move the landed cost at Milwaukee.

What Anxin does: We do not give duty rulings. We make sure the invoice describes chemistry, configuration and application precisely enough for the importer's customs broker to classify it, and we flag the entry date when a vessel's arrival could straddle a duty change.

  4. Import country

Where the lithium came from: UFLPA questions at entry

Since August 2025 lithium has been a high-priority sector under the Uyghur Forced Labor Prevention Act, and CBP had by then stopped more than 16,700 shipments for UFLPA review. A container for Milwaukee can be held while the importer shows where the cells, cathode material and lithium compounds were sourced.

What Anxin does: We tell the importer at quotation stage that supply-chain tracing may be requested, and keep manufacturer names and addresses consistent across invoice, packing list and ISF so the paper trail does not contradict itself.

  5. Import country

The carrier's AMS manifest is due 24 hours before loading

Besides the importer's ISF, CBP must receive the carrier's electronic cargo declaration through AMS 24 hours before the container is laden in Dalian (19 CFR 4.7). CBP does not issue the permit to unlade at Milwaukee until it has that declaration, and late, incomplete or inaccurate cargo data can delay or deny it.

What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Dalian, so the AMS filing and the DG manifest say the same thing.

Documents & compliance

Documents to line up for Dalian → Milwaukee

Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

At the Dalian end

  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • In winter: ice capability of the vessel or feeder serving the port confirmed
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in United States

  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)
  • 24-hour emergency response number (and provider reference) for the US road leg
  • Importer of record and the licensed customs broker who will file the entry

One consistent file

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Dalian → Milwaukee: questions we are asked

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

NOAA's storm study found hurricane-force winter storms from October to April, most often in January.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
