Where this route gets difficult

5 points to plan for on the Dalian → Kivilina route

  1. Origin port

    Fewer battery sailings from Dalian under JT/T 1543

    Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

    What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Sea corridor

    An open-ocean crossing where weather is the main risk

    From Dalian the drawn corridor to Kivilina runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.

    What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.

  3. Import country

    AMS: the manifest CBP sees before the ship leaves Dalian

    Under 19 CFR 4.7 the carrier's cargo declaration must be in CBP's Automated Manifest System 24 hours before loading abroad. Without it, or with inaccurate data, the permit to unlade the container at Kivilina can be delayed or refused.

    What Anxin does: We give the carrier or NVOCC the final cargo description, HS code, UN number and package count before the documentation cut-off in Dalian, so the AMS filing and the DG manifest say the same thing.

  4. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at Kivilina without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Kivilina, and chase any missing invoice or HTS detail while the ship is still at sea.

  5. Import country

    Button and coin cells: Reese's Law

    Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

    What Anxin does: When a shipment for Kivilina includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.

Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
