Where this route gets difficult

6 pain points from Dalian to Key West

They run from the Dalian terminal through the voyage to Key West and the United States import file.

  1. Origin port

    Dalian's MSA says misdeclared battery cargo is common

    According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.

    What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Origin port

    Sea fog off Dalian, April to July

    Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.

    What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  3. Sea corridor

    Gatun Lake sets the Neopanamax draft

    How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Key West can carry.

    What Anxin does: We check the canal advisory in force when we quote for Key West and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

    Unentered battery containers go to General Order after 15 days

    A container landed at Key West without a release permit may stay at the terminal only until the 15th calendar day. The carrier must then notify CBP and a bonded general order warehouse, which moves and stores the goods at the consignee's risk and expense (19 CFR 4.37). Not every general order warehouse can take Class 9 battery cargo, and where specialized storage is missing the port director decides where it goes.

    What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Key West, and chase any missing invoice or HTS detail while the ship is still at sea.

  5. Import country

    Button and coin cells: Reese's Law

    Consumer products containing button or coin cells manufactured or imported after 19 March 2024 must meet the UL 4200A-2023 performance and warning-label rules adopted as 16 CFR part 1263, and battery packaging labels have been mandatory since 21 September 2024. The importer also needs a certificate citing the rule.

    What Anxin does: When a shipment for Key West includes products with button or coin cells, we ask for the certificate and photos of the battery compartment warnings before booking.

  6. Import country

    CPSC eFiling for certified consumer products

    Consumer products that need a CPSC certificate have had their certificate data filed electronically at entry since 8 July 2026 (goods from a Foreign Trade Zone from 8 January 2027). A battery-powered product falls under it through the product's own rules, which the importer should settle before the goods reach Key West.

    What Anxin does: We ask whether the goods are consumer products that need a CPSC certificate and, if so, who files it, so that the question is settled before the goods arrive.

Documents & compliance

Documents to line up for Dalian → Key West

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Before loading in Dalian

  • UN number, class, quantity and SDS reconciled across all documents before the Dalian filing
  • Load plan showing even weight distribution (no more than 60% of the cargo weight in either half of the container length)
  • 'Made in China' marking on articles or containers checked on photos

For the shipping line

  • Canal routing and any canal-related surcharge confirmed for the booked vessel
  • Condition statement: new, used, damaged/defective (SP376) or for recycling (SP377)
  • SP188 cartons: US 'forbidden aboard passenger aircraft' marking or CAO label

At the United States end

  • CPSC certificate data and eFiling arrangement, if the product is subject to certification
  • ISF filer named; stuffing location and consolidator sent right after packing
  • HTSUS classification from the broker (8507.60.0010 vs .0020 decides the Section 301 line)

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Questions

Common questions on the Dalian → Key West route

No. The carrier must also send its cargo declaration through AMS 24 hours before loading, and CBP will not issue the permit to unlade without it.

It can. In September 2026 the Panama Canal Authority postponed a planned draft cut in the Neopanamax locks because of Gatun Lake levels (advisory A-33-2026). We check the advisory in force when quoting.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
