Where this route gets difficult
Loading port first, then the sea leg, then Juneau and the United States market.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
The drawn corridor from Dalian crosses the North Pacific, with no canal and no Red Sea exposure. Weather is the risk instead. In November 2020 the ONE Apus, sailing from Yantian to Long Beach, suffered a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; its owners reported that more than 1,900 containers could be lost or damaged, including up to 40 hazmat boxes.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
US customs rules give an unentered container 15 calendar days at the place of unlading. After that the carrier hands it to a bonded general order warehouse, with transport and storage at the consignee's risk and expense, and for DG cargo that needs specialized storage the port director decides where it is kept (19 CFR 4.37).
What Anxin does: We check with the importer's broker that the entry can be filed before arrival at Juneau, and chase any missing invoice or HTS detail while the ship is still at sea.
CBP must have the Importer Security Filing 24 hours before the container is laden in Dalian, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Dalian, ahead of the vessel's loading window.
Small cells and batteries shipped under IMDG special provision 188 do not need a dangerous goods declaration at sea, but 49 CFR 171.25(b)(3) adds a US condition: each package of UN3480 or UN3090 must carry the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' marking or a Cargo Aircraft Only label, and so must packages of batteries with or in equipment above 5 kg net. Cartons printed for other markets often lack it.
What Anxin does: When the shipper declares SP188 for a Juneau booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Questions
For lithium-ion batteries classified in HTSUS 8507.60.0020 and entered from 1 January 2026, USTR set the Section 301 additional duty at 25%; EV traction batteries in 8507.60.0010 have been at 25% since 2024. Other duties can apply on top. The importer's customs broker confirms the classification and total duty; we make sure the invoice gives the broker enough detail to do so.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
