Lithium batteries for Jacksonville go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face the Pacific, the Panama Canal and the Caribbean, and they arrive at the port of Jacksonville.
The US side adds a 25% Section 301 duty line, forced-labour scrutiny of lithium supply chains and an ISF deadline that falls before loading. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Loading port first, then the sea leg, then Jacksonville and the United States market.
Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
The first half of the voyage crosses the North Pacific, where NOAA has recorded hurricane-force mid-latitude storms from October to April, most often in December.
What Anxin does: For October–April sailings we check blocking and bracing on stuffing photos before sealing.
CBP must have the Importer Security Filing 24 hours before the container is laden in Dalian, and its liquidated damages guidelines provide for a claim for each late, inaccurate or incomplete filing. The stuffing location and consolidator can only be filled in once the container is packed, which leaves a short window.
What Anxin does: We send the importer's ISF filer the stuffing location, consolidator and manufacturer details as soon as the container is packed in Dalian, ahead of the vessel's loading window.
Packages of UN3480 or UN3090 moving under IMDG special provision 188 skip the DG declaration at sea, yet 49 CFR 171.25(b)(3) still wants the 'FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT' mark or a Cargo Aircraft Only label on each one, and on packages of batteries with or in equipment over 5 kg net.
What Anxin does: When the shipper declares SP188 for a Jacksonville booking, we check the carton photos for the US marking or CAO label before stuffing, not after discharge.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the United States import papers. We compare all three before confirming space.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
