From Dalian to Port Talbot, cargo moves through Dayaowan, crosses a voyage that may run through Suez as drawn or round the Cape, depending on the service, and is discharged at the port of Port Talbot.

The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Dalian Dayaowan export
  • Winter ice & spring fog
  • English-language safety information
  • Consignee EORI
  • EU declaration of conformity

Route profile

The Dalian → Port Talbot route in brief

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Import country

United Kingdom

An EORI starting with GB or XI and a CDS subscription for customs, annual tonnage and chemistry reporting through the NPWD, and take-back duties for distributors above 32 kg a year.

Where this route gets difficult

Where Dalian → Port Talbot shipments get held up: 6 points

They run from the Dalian terminal through the voyage to Port Talbot and the United Kingdom import file.

  1. Origin port

Spring fog season from April to July

The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.

What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  2. Origin port

Ice in the northern Yellow Sea from January

Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  3. Sea corridor

Drawn via Suez, sailed mostly via the Cape

The map on this page shows the corridor through Bab-el-Mandeb and Suez, but Sea-Intelligence figures for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%, with 27% for North Europe services and 57% for the Mediterranean. The service that calls at Port Talbot decides between Suez and the Cape of Good Hope, and with it the distance, the waters and the possible transhipment ports.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

Tonnage and chemistry reporting through the NPWD

UK battery producers register with the environmental regulator through the National Packaging Waste Database and report every year the tonnage and chemistry of the batteries they placed on the market. Distributors and retailers supplying more than 32 kg a year also have to offer free take-back of waste portable batteries.

What Anxin does: We give the UK importer the battery weight and chemistry for each shipment from our booking data, which it can use for its annual return; the registration itself stays with the producer.

  5. Import country

Customs declaration through CDS with a GB EORI

Every import into the UK is declared in HMRC's Customs Declaration Service. The importer or its agent needs an EORI number starting with GB (XI in Northern Ireland) and a CDS subscription, which HMRC grants within 2 hours or up to 5 working days if it runs more checks, so a first-time importer should subscribe well before the ship reaches Port Talbot.

What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

  6. Import country

Compliance scheme deadline for portable batteries

More than a tonne of portable batteries a year puts a UK producer into a battery compliance scheme, which it must join by 15 October ahead of the compliance year and which then registers and reports on its behalf. Below that threshold the producer registers directly on the NPWD and reports tonnage and chemistry by 31 January.

What Anxin does: We ask the UK importer whether it is a large or small portable producer and which scheme covers it, and put battery weights per chemistry on the packing list.

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Port Talbot.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Dalian → Port Talbot: questions we are asked

At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
