This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows a lane whose routing, Suez or Cape of Good Hope, is decided service by service; at the far end is a port whose dangerous-goods safety advisors clear every class 9 box before it moves.
The UK side asks for an S&S GB declaration, a battery producer registration and harbour notice. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
UK producer registration, a compliance scheme for portable batteries above 1 tonne a year, and import clearance through HMRC's Customs Declaration Service.

Where this route gets difficult
Listed from loading in Dalian to import into United Kingdom, each with what we do about it.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Felixstowe decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.
What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.
Every dangerous-goods container passing through Felixstowe needs prior written approval from the port's Dangerous Goods Safety Advisors, and imports are notified electronically through Destin8. The same notification is relayed to Harwich Haven Authority, so one inconsistent entry travels to both.
What Anxin does: We check the UN number, class, packages and weights the carrier will use against the shipper's declaration before the vessel leaves Dalian.
Great Britain has its own security pre-filing: for deep-sea containers the entry summary declaration goes to the S&S GB service at least 24 hours before loading at the departure port. The party that issued the bill of lading is legally responsible, and a booking made inside the 24 hours has to go on a later vessel.
What Anxin does: We settle who issues the bill of lading at booking and pass complete consignee and goods data to that party before the Dalian cut-off.
Under the Dangerous Goods in Harbour Areas Regulations 2016, dangerous goods may not enter a British harbour area unless the harbour master has had notice at least 24 hours (and at most six months) in advance, or has agreed a shorter period. UN numbers, names and quantities are part of that notice, so the vessel's report is only as good as the booking data.
What Anxin does: We freeze the UN number, proper shipping name, package count and gross weight on the booking before departure and send any change to the carrier at once.
Import clearance at Felixstowe runs through HMRC's Customs Declaration Service; CHIEF is no longer an option. A GB (or XI) EORI number and a CDS subscription are prerequisites, and subscription can take up to 5 working days when HMRC makes extra checks.
What Anxin does: At booking we ask for the UK importer's EORI number and who will lodge the CDS declaration, and pass the commercial invoice, packing list and dangerous goods details to that agent before arrival.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for United Kingdom before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Felixstowe.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Declaration flagged by document comparison; container opened | Dayaowan | Cross-document reconciliation before filing | Anxin with the declarant |
| Service switches between Suez and Cape routing | Main voyage | Routing written on the booking; quotes kept separate per routing; packing assumes the longer voyage | Carrier, tracked by Anxin |
| Container held for DGSA approval | Port of Felixstowe | DG data checked before departure | Carrier / agent |
| Entry summary not lodged and the box rolls | Loading port, Dalian | Filer and data settled at booking | Bill-of-lading issuer |
Questions
At least 24 hours' notice to the harbour master before the dangerous goods enter the harbour area, under the Dangerous Goods in Harbour Areas Regulations 2016, unless the harbour master agrees a shorter period.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
