This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows an Arabian Sea passage towards the Gulf; at the far end is a port that accepts hazardous cargo only by prior agreement with DP World and the port authority.

UAE customs works emirate by emirate, with the consignee's trade licence deciding where goods may be imported. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Dalian Dayaowan export
  • Winter ice & spring fog
  • Consignee trade licence (emirate or free zone)
  • Packing list with HS code per item
  • Chamber-approved certificate of origin

Route profile

How Dalian → Jebel Ali differs from other lanes

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Sea corridor

Asia – Arabian Sea & the Gulf

An Arabian Sea passage and, for Gulf ports, the Strait of Hormuz, rated a SEVERE threat in September 2026, with GNSS jamming across the approaches.

Where this route gets difficult

5 pain points from Dalian to Jebel Ali

They run from the Dalian terminal through the voyage to Jebel Ali and the United Arab Emirates import file.

  1. Origin port

Dalian's MSA says misdeclared battery cargo is common

According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Origin port

Spring fog season from April to July

The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.

What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  3. Sea corridor

Hormuz rated SEVERE in September 2026

The JMIC rated the Strait of Hormuz SEVERE on 24 September 2026, with attacks considered highly likely; one attack on 21–23 September killed a crew member on the bulk carrier CAPE DAO. Traffic is well below the 2025 average of about 138 ships a day, and neutral ships face visit-and-search checks under the US blockade of Iranian ports. Every sailing to Jebel Ali passes through it.

What Anxin does: We ask each carrier whether it is currently calling at Jebel Ali, by which route and with what war-risk or emergency surcharge, and get that in writing before booking.

  4. Destination port

Advance DG acceptance for the Jebel Ali call

At Jebel Ali a class 9 container needs advance agreement from DP World and the port authority, which may refuse hazardous cargo; once accepted it is handled under Dubai's dangerous goods code of practice and the IMDG Code and appears on the vessel's hazardous cargo declaration.

What Anxin does: We book class 9 cargo for Jebel Ali only once the carrier has confirmed DG acceptance for the call, and make sure the UN number and class on our booking are the ones in the vessel's dangerous cargo declaration.

  5. Import country

The consignee's licence decides where the goods can enter

Imports into the UAE need a company holding the right trade licence from the emirate's Department of Economic Development; a free zone company's licence covers imports into its own free zone. If the consignee named on the bill of lading for Jebel Ali is licensed elsewhere, or only in a free zone, the goods cannot simply be cleared into the mainland.

What Anxin does: We check at booking which entity is the consignee, in which emirate or free zone it is licensed, and whether the cargo is for the free zone or the mainland, and put that entity on the bill of lading.

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for United Arab Emirates before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Jebel Ali.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Common questions on the Dalian → Jebel Ali route

Cells and batteries are covered by MoIAT's renewable-energy product control system, and ECAS or EQM certification is required to clear such products through customs.

Traffic continues but at reduced levels: the JMIC rated Hormuz SEVERE on 24 September 2026, below the 2025 average of about 138 ships a day. We confirm each carrier's current call pattern and surcharges before booking.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
