From Dalian to Helsingborg, cargo moves out of Dalian, the north-east's gateway on the Yellow Sea, crosses a long Europe voyage extended through the Danish straits into the Baltic, and is discharged at the port of Helsingborg.
Sweden has required producer registration with Naturvårdsverket since January 2026. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.
Naturvårdsverket registration under Ordinance 2025:813 since 1 January 2026, plus EU duties from CE marking to ADR on the road leg.

Where this route gets difficult
Listed from loading in Dalian to import into Sweden, each with what we do about it.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Cargo for Helsingborg has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
The importer in Sweden carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Sweden asks for, have both been required since 18 August 2024 for batteries entering the EU market.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Sweden importer. We check that the documents exist and match the goods; we do not assess conformity.
For Helsingborg, EU security pre-filing happens at the other end of the voyage: the ICS2 entry summary must reach the system 24 hours before the container is loaded in Dalian. No filing means no loading, and a missing EORI number is enough to reject it.
What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Dalian cut-off.
Sweden's supplementary ordinance to the Battery Regulation (SFS 2025:813) has required battery producers to be registered with Naturvårdsverket since 1 January 2026. A producer responsibility organisation such as El-Kretsen can help with the filing, but the data remain the producer's responsibility.
What Anxin does: We ask the Swedish importer to confirm the registration is in place before booking, and pass on battery chemistry and weight data it may need for reporting.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Sweden import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Feeder operator does not accept the UN numbers | North Sea hub | DG acceptance for the feeder leg confirmed | Anxin with the carrier |
| Producer not yet registered with Naturvårdsverket | Importer in Sweden | Registration confirmed before booking | Importer |
| Declaration of conformity missing or not in the required language | Importer in Sweden | Declaration and CE photo collected before loading | Manufacturer / importer |
| ENS not filed and the box is refused at loading | Loading port, Dalian | EORI and house-bill data passed to the filer at booking | Filer (carrier / forwarder) |
Questions
24 hours before the container is loaded in China, not before it reaches Helsingborg. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
