From Dalian to Mesaieed, cargo moves out of Dalian, the north-east's gateway on the Yellow Sea, crosses a corridor across the Arabian Sea and, for Gulf ports, through Hormuz, and is discharged at the port of Mesaieed.
Qatar sends back shipments whose invoice, origin certificate or 'Made in' marking are missing or do not agree. Below are 5 route-specific points to plan for, what we do about each, and the documents to have ready before booking.

Where this route gets difficult
Loading port first, then the sea leg, then Mesaieed and the Qatar market.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
India's southwest monsoon runs from June to September, bringing rough seas and squally weather to the Arabian Sea that regularly disrupt port operations along the route.
What Anxin does: For June–September sailings we check blocking and bracing strictly on stuffing photos and allow for schedule slippage in the delivery plan.
For Mesaieed, Qatar Customs will not clear a sea shipment that lacks an official invoice, an official certificate of origin and a packing list, and the HS code has to be written on both the invoice and the certificate. Without them the container is returned to origin.
What Anxin does: We make sure the HS code appears on both the invoice and the certificate of origin, and that all three documents list the same goods, before the ship leaves Dalian.
Qatari rules put the origin mark on every item as well as the carton, and customs compares it with the invoice and certificate of origin. A battery pack without 'Made in China', or a certificate that says something different, is grounds for return.
What Anxin does: We ask the factory for photos of the origin mark on the battery, its retail box and the shipping carton, and compare them with the invoice and certificate before stuffing in Dalian.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Qatar import file. We check the three against each other before the booking is confirmed.
