Dalian to Manila North Harbor

This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows the monsoon-driven seas of Southeast Asia; at the far end is the port of Manila North Harbor.

Where this route gets difficult
They run from the Dalian terminal through the voyage to Manila North Harbor and the Philippines import file.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
PAGASA reports that about 20 tropical cyclones enter the Philippine Area of Responsibility each year, 8-9 of them crossing the islands. Ports such as Manila North Harbor suspend operations when storm signals are raised, and inter-island feeder legs stop sailing, so a battery container can wait at a transhipment port as well as at Manila North Harbor itself.
What Anxin does: In the typhoon months we ask the consignee to have its customs entry ready before arrival, so the container can leave Manila North Harbor as soon as operations restart.
Trucks over 4,500 kg are banned from Metro Manila roads from 6 to 10 am and 5 to 10 pm except on Sundays and holidays; only essential goods have been exempt since March 2026. A battery container leaving Manila North Harbor has to be moved inside the open windows.
What Anxin does: We ask the consignee's trucker to plan the pick-up from Manila North Harbor around the truck-ban hours, so the release and the truck slot line up.
Manila North Harbor handles mostly domestic traffic, though it has been a sub-port of entry for international cargo since 2016. International containers for Manila North Harbor are less usual, so the carrier's routing and the customs arrangements should be confirmed before booking.
What Anxin does: We confirm with the carrier whether it delivers international boxes to Manila North Harbor or to another Manila terminal, and adjust the booking accordingly.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Philippines import file. We check the three against each other before the booking is confirmed.

A February 2026 DTI draft would require PS or ICC marking with a 12-month transition; importers should follow it.
It waits or moves to the next vessel. The dangerous goods declaration has to be refiled for that vessel, which is why we check DG acceptance for a back-up sailing in typhoon months.
