Dalian to Karachi
Yellow Sea · East China Sea · Taiwan Strait · South China Sea · Malacca Strait · Andaman Sea · Indian Ocean
This route runs out of Dalian, the north-east's gateway on the Yellow Sea, then follows an Indian Ocean passage after the Malacca Strait; at the far end is the port of Karachi.
On the Pakistani side the importer's bank instrument and PSQCA certification must be in place before arrival. Below are 6 route-specific points to plan for, what we do about each, and the documents to have ready before booking.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
An Indian Ocean route: rough south-west monsoon seas from June to September and cyclone windows in April-May and October-December.

Where this route gets difficult
Loading port first, then the sea leg, then Karachi and the Pakistan market.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
India's southwest monsoon runs from June to September, with rough seas across the Arabian Sea and Bay of Bengal. Rough seas are hard on poorly braced loads.
What Anxin does: In monsoon months we check blocking and bracing strictly on stuffing photos before sealing.
PSQCA lists portable lithium-ion batteries (PCT 8507.6000) as compulsory items. Without PSQCA certification they cannot be cleared at Karachi, so the importer should have it in place before the goods leave Dalian.
What Anxin does: We ask the importer for its PSQCA certification for the models shipped before we book the container.
For compulsory items the Goods Declaration is lodged in the Pakistan Single Window and cleared with an electronic PSQCA release order. The descriptions on the declaration and the certification must match the goods arriving at Karachi.
What Anxin does: We keep model numbers and descriptions identical across invoice, packing list and bill of lading, so the PSW declaration matches the PSQCA release.
The EIF has gone; importers now register a bank profile and attach an LC or advance-payment instrument in the Pakistan Single Window. For Karachi, that has to exist before the goods arrive.
What Anxin does: We agree the payment instrument with the buyer before the booking is confirmed, and ask for its PSW reference.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Pakistan before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Karachi.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Declaration flagged by document comparison; container opened | Dayaowan | Cross-document reconciliation before filing | Anxin with the declarant |
| Batteries held without PSQCA certification | Karachi / Port Qasim | Certification checked before booking | Importer |
Questions
Portable lithium-ion batteries (PCT 8507.6000) are on PSQCA's compulsory list and need certification.
The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
