Where this route gets difficult
Listed from loading in Dalian to import into Oman, each with what we do about it.
Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
The JMIC reports persistent GNSS jamming and spoofing across the Gulf of Oman, the Arabian Gulf and the Hormuz approaches, with AIS positions and speeds that do not add up; the Gulf of Oman and the Arabian Sea are rated MODERATE. Arrival estimates built on public ship tracking are less dependable on this leg.
What Anxin does: We rely on the carrier's own schedule updates rather than third-party AIS positions when we give you an arrival estimate for Sohar.
Entry to Sohar depends on the dangerous cargo manifest the agent sends Port Control and the Marine Safety Officer before arrival; class 9 needs no ministry approvals, unlike classes 1 and 7, but it must be declared accurately with an MSDS.
What Anxin does: We make sure the class 9 details and SDS the carrier holds for Sohar match the shipper's declaration before the ship leaves Dalian.
Oman moved manifest filing forward in May 2026: shipping agents must lodge it in Bayan 36 hours before arrival at Sohar, with legal measures threatened for late filing, so the class 9 details have to be right from booking.
What Anxin does: We give the carrier the UN number, class, packages and weights at booking so the Bayan manifest for Sohar is not waiting on our data.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Oman import file. We check the three against each other before the booking is confirmed.
