This route runs through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025, then follows a voyage that may run through Suez as drawn or round the Cape, depending on the service; at the far end is the port of Haugesund.
Norway, outside the EU but inside its customs security area, now wants Digitoll data before the first call. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.
Norway's existing battery rules and producer responsibility companies, while the EU Battery Regulation waits for EEA incorporation.

Where this route gets difficult
Loading port first, then the sea leg, then Haugesund and the Norway market.
Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
Routing round Africa takes battery boxes past the Cape. The World Shipping Council counted 576 containers lost at sea in 2024, and the South African Maritime Safety Authority estimates around 200 of them, about 35%, were lost near the Cape; in August 2024 SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in winter weather.
What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.
Until the EU rules reach Norway, battery marking follows the Norwegian product regulation: the crossed-out waste container symbol, Hg, Cd or Pb symbols above set thresholds, and capacity marking for certain battery types. The importer also has to belong to an approved battery return company under the waste regulation.
What Anxin does: We compare carton and battery photos against the Norwegian marking list before loading and ask the importer to confirm its return company.
Under Norway's regulation on land transport of dangerous goods, ADR applies as Norwegian law on the road, including domestic journeys. A UN 3480 load leaving Haugesund therefore moves as class 9, transport category 2, with tunnel restriction code (E), which the haulier has to reflect in route planning.
What Anxin does: We give the Norwegian haulier the UN number, class and package details from the sea dangerous goods declaration so the road paperwork from Haugesund matches the container file.
Ships with hazardous or noxious cargo report it in SafeSeaNet Norway no later than 24 hours before arrival at a Norwegian port, categorised correctly and backed by a manifest or cargo plan showing where the dangerous goods are stowed. That report draws on the shipper's declaration, so a mistake in Dalian reaches Haugesund intact.
What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Haugesund is built on consistent data.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Norway before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Haugesund.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice delays berthing in mid-winter | Northern Yellow Sea, Jan–Feb | Extra time before cut-off; schedule reconfirmed | Carrier, monitored by Anxin |
| Heavy weather off South Africa | Cape of Good Hope | CINS stuffing and blocking checks before sealing | Packing site, checked by Anxin |
| Hazardous cargo report built on mismatched package data | Arrival in Norway | Declaration checked against the booking | Shipper with Anxin / carrier |
Questions
Yes. Norway is part of the EU customs security area, so shipments from China are pre-notified in ICS2 and the filer needs an EORI number.
It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
