From Dalian to Florø, cargo moves through Dayaowan, crosses a lane whose routing, Suez or Cape of Good Hope, is decided service by service, and is discharged at the port of Florø.

Norway, outside the EU but inside its customs security area, now wants Digitoll data before the first call. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Winter ice & spring fog
  • Dalian Dayaowan export
  • SafeSeaNet Norway hazardous cargo report
  • Consignee EORI
  • EU declaration of conformity

Route profile

What sets Dalian → Florø apart

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Sea corridor

Asia – North & Atlantic Europe

The map shows the Suez corridor, but in September 2026 most Asia–North Europe capacity still sails round the Cape of Good Hope.

Where this route gets difficult

5 points to plan for on the Dalian → Florø route

Listed from loading in Dalian to import into Norway, each with what we do about it.

  1. Origin port

Fewer battery sailings from Dalian under JT/T 1543

Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Origin port

Ice in the northern Yellow Sea from January

Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  3. Sea corridor

Suez on the map, the Cape on most sailings

The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at Florø decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  4. Import country

Digitoll: cargo data 24 hours before the first Norwegian call

Since 15 September 2026 Norwegian Customs requires the sea reporting duty to be filed digitally: vessel and cargo data at least 24 hours before the ship's first call in Norway, as linked transport, master and house consignment messages. The importer's declaration in TVINN is due at the latest when the goods reach Florø, and can be sent up to five days ahead.

What Anxin does: We give the carrier and the Norwegian customs agent matching house-bill data, and ask the importer who files the TVINN declaration, so the house consignment for Florø links to it before arrival.

  5. Import country

Hazardous cargo report in SafeSeaNet Norway

Every vessel carrying hazardous or noxious cargo must report it in SafeSeaNet Norway at least 24 hours before arriving at a Norwegian port, with the cargo correctly categorised and a manifest or cargo plan showing where the dangerous goods are stowed. The data comes from the shipper's declaration, so an error made in Dalian travels all the way to Florø.

What Anxin does: We check that the UN number, class and package count on our dangerous goods declaration match the booking, so the carrier's SafeSeaNet report for Florø is built on consistent data.

Before you book

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Norway before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Florø.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Dalian → Florø: questions we are asked

Not yet. It has not been incorporated into the EEA Agreement; existing Norwegian battery rules and approved producer responsibility companies continue until a new Norwegian regulation takes over.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
