From Dalian to Kuantan, cargo moves out of Dalian, the north-east's gateway on the Yellow Sea, crosses a Southeast Asian sea passage with no canal on the way, and is discharged at the port of Kuantan.

Where this route gets difficult
Listed from loading in Dalian to import into Malaysia, each with what we do about it.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas off the east coast of Peninsular Malaysia, western Sarawak and eastern Sabah, with strong-wind and rough-sea warnings for the South China Sea. Routes to Kuantan cross those waters in the season, and a rough crossing tests the stow.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Adapters and chargers are among the 34 categories of regulated electrical equipment in Malaysia. Importing them needs a Certificate of Approval from the Energy Commission under regulation 97, and they must carry the label required by regulation 98, so a battery product shipped with its charger to Kuantan needs both.
What Anxin does: When chargers or adapters are packed with the batteries, we ask the importer for the Certificate of Approval and check the label on product photos before loading in Dalian.
MetMalaysia describes the north-east monsoon, usually November to March, as bringing heavy rain and rough seas to the east coast of Peninsular Malaysia and western Sarawak. At Kuantan that means weather delays to berthing and cargo work during the season.
What Anxin does: For winter arrivals at Kuantan we tell the consignee to expect weather delays and keep its customs entry ready so the container can move when work resumes.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Malaysia import file. We check the three against each other before the booking is confirmed.

Not under the 2026 control, which covers new batteries only. We check with the importer before booking anything second-hand.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
