From Dalian to Ventspils, cargo moves through Dayaowan, crosses a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and is discharged at the port of Ventspils.
The Latvia side follows the EU battery and customs pre-filing rules. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

Where this route gets difficult
Loading port first, then the sea leg, then Ventspils and the Latvia market.
The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
Cargo for Ventspils has to pass the Danish straits. IMO recommends pilots on Route T for ships of 11 m draught or more, and the Danish Maritime Authority reports ships that ignore the recommendation to their flag state. Whether the box stays on one vessel or is transhipped onto a feeder at a North Sea port, each vessel has to accept the UN numbers.
What Anxin does: We ask the carrier to name any transhipment port and the feeder operator on the booking and confirm DG acceptance for that leg as well as the mainline.
The Battery Regulation makes registration national: whoever first makes batteries available in Latvia must be entered in that Member State's producer register, and the authority has up to 12 weeks to grant a complete application. A brand based outside Latvia cannot rely on an EU registration held elsewhere; it needs an authorised representative for producer responsibility in Latvia.
What Anxin does: At booking we ask which company is the producer of record in Latvia and for its registration number there, so a missing registration surfaces while the goods are still in Dalian rather than after discharge in Ventspils.
The importer in Latvia carries the check: CE marking on the battery and an EU declaration of conformity, translated into the language Latvia asks for, have both been required since 18 August 2024 for batteries entering the EU market.
What Anxin does: We ask the manufacturer in China for the declaration of conformity and a photo of the CE marking on the battery or its packaging before loading, and pass them to the Latvia importer. We check that the documents exist and match the goods; we do not assess conformity.

Documents & compliance
These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the Latvia import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold delays the vessel; filings need amending | Yellow Sea, Apr–Jul | Amendment-ready filing data | Anxin with the declarant |
| Ice delays berthing in mid-winter | Northern Yellow Sea, Jan–Feb | Extra time before cut-off; schedule reconfirmed | Carrier, monitored by Anxin |
| Feeder operator does not accept the UN numbers | North Sea hub | DG acceptance for the feeder leg confirmed | Anxin with the carrier |
| No producer registration in Latvia when the goods arrive | Latvia market surveillance | Producer of record and registration number confirmed at booking | Importer / brand owner |
| Declaration of conformity missing or not in the required language | Importer in Latvia | Declaration and CE photo collected before loading | Manufacturer / importer |
Questions
24 hours before the container is loaded in China, not before it reaches Ventspils. Without it carriers do not load the box, and a filing without an EORI number is rejected.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
