This route runs out of Dalian, the north-east's gateway on the Yellow Sea, then follows a long Europe voyage extended through the Danish straits into the Baltic; at the far end is the port of Riga.

Where this route gets difficult
They run from the Dalian terminal through the voyage to Riga and the Latvia import file.
Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Each winter Finland's Transport Infrastructure Agency restricts traffic to its ports so that only ships of a given ice class and deadweight receive icebreaker assistance; exemption requests are due three working days before arrival at the latest, and Baltic restrictions appear on baltice.org. During the restriction period a feeder lacking the ice class may be refused at Riga.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Riga and ask the carrier to confirm that the final feeder has the required ice class before we book.
Once the container leaves the terminal by road, ADR applies: Directive 2008/68/EC makes EU countries use it for domestic dangerous goods journeys as well as international ones. UN 3480 is class 9, transport category 2, with tunnel restriction code (E), so the haulier in Latvia has to plan around category E tunnels, and damaged or defective batteries fall under special provision 376 and packing instructions P908 or P911 instead of P903.
What Anxin does: We give the Latvia haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Dalian.
A battery entering Latvia has to identify its importer: name, registered trade name or trade mark, postal address and a contact point belong on the battery itself, or on the packaging or accompanying document when the battery is too small. That text is fixed at the factory, not at Riga.
What Anxin does: We pass the Latvia importer's name and address block to the manufacturer before the goods are packed in China and check carton or battery photos for it before loading.
An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Latvia can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.
What Anxin does: We ask the importer which language Latvia requires and check carton and insert photos against it before loading.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Latvia before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Riga.

Questions
The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Latvia requires. Both have applied since 18 August 2024.
Often, but it depends on the service. The Baltic is reached through the Danish straits, and we ask the carrier to name any transhipment port and confirm DG acceptance for each vessel.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
