From Dalian to Livorno, cargo moves from Liaoning through Dalian's Dayaowan terminals, crosses a Suez corridor that Mediterranean services are using again more than any other Asia–Europe lane, and is discharged at the port of Livorno.

The Italian side adds the registropile.it registration to the EU battery rules. The 6 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Winter ice & spring fog
  • Dalian Dayaowan export
  • EU declaration of conformity
  • Registro pile number
  • Italian-language safety information

Route profile

How Dalian → Livorno differs from other lanes

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Import country

Italy

Registration with the Chambers of Commerce battery register (through an Italian representative for foreign producers), the number on every commercial document, and the EU-wide CE and label duties.

Where this route gets difficult

6 points to plan for on the Dalian → Livorno route

They run from the Dalian terminal through the voyage to Livorno and the Italy import file.

  1. Origin port

Misdeclaration is the problem Dalian's MSA names first

Dayaowan MSA reported in April 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex. Its answer was a dedicated desk and hotline, priority handling for EV batteries, and AI comparison of documents to cut down container openings: a comparison that flags any gap between the declaration and the paperwork behind it.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  2. Origin port

Fewer battery sailings from Dalian under JT/T 1543

Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.

What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  3. Sea corridor

Mediterranean services are back in the Red Sea more than others

Sea-Intelligence data for September 2026 show 57% of Asia–Mediterranean services routed via the Red Sea, against 27% for North Europe. For Livorno the Suez routing is therefore the likely one, and it runs through Bab el-Mandeb, which the JMIC rated SUBSTANTIAL on 24 September 2026: the Houthis describe their blockade as selective, and they now hold Perim Island in the channel.

What Anxin does: We ask the carrier which routing its service to Livorno uses and name it on the quote, together with any war-risk or emergency surcharge.

  4. Import country

Annex V testing for stationary energy storage

Stationary battery energy storage systems placed on the EU market since 18 August 2024 must be safe in normal operation, with technical documentation showing tests against the Annex V parameters, including thermal shock, short-circuit protection, over-discharge and thermal propagation. ESS buyers in Italy increasingly ask for that file before delivery.

What Anxin does: For ESS cabinets and racks bound for Italy we ask the manufacturer to confirm that the Annex V test documentation exists before booking and note the answer in the shipment file.

  5. Import country

The ICS2 entry summary is due before loading in Dalian

Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Dalian leaves the box on the quay.

What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Dalian cut-off.

  6. Import country

Safety information in a language Italy accepts

An importer has to ensure that batteries are accompanied by instructions and safety information in a language that end-users in Italy can easily understand, as the Member State determines. Inserts and carton print are much simpler to adjust before packing in China.

What Anxin does: We ask the importer which language Italy requires and check carton and insert photos against it before loading.

  • Container packing certificate signed by a certified packing inspector after supervised stuffing
  • Transport-condition classification report where applicable

For the shipping line

  • Routing (Red Sea or Cape) and any war-risk surcharge stated on the booking
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in Italy

  • Instructions and safety information in the language Italy requires

Before you book

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Italy import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Dalian to Livorno

On all commercial documents, within 30 days of registration. Producers also report the batteries they placed on the market each year by 31 March.

Often: in September 2026, 57% of Asia–Mediterranean services used the Red Sea routing. Bab el-Mandeb was rated a SUBSTANTIAL threat by the JMIC on 24 September 2026, so we confirm each service's routing before booking.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
