Lithium batteries for Semayang go from Liaoning through Dalian's Dayaowan terminals. On the way they face Southeast Asian waters, with their typhoon and monsoon seasons, and they arrive at the port of Semayang.
Indonesia adds a carrier arrival notice 24 hours ahead and an inward manifest before unloading. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
Typhoons and the winter monsoon set the pace on this short Southeast Asian route; smaller ports are often reached through a hub.

Where this route gets difficult
Listed from loading in Dalian to import into Indonesia, each with what we do about it.
Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
From about November to March the north-east monsoon drives rough seas across the southern South China Sea; MetMalaysia issues strong-wind and rough-sea warnings for the waters off Peninsular Malaysia's east coast, Sarawak and Sabah. A container for Semayang spends part of its voyage there.
What Anxin does: For winter sailings we pay particular attention to how battery cartons are stacked and secured, and ask the packing site for photos of each tier before the doors are closed.
Under PMK 158 the carrier notifies arrival 24 hours ahead and files the inward manifest before unloading. For a battery container from Dalian, the manifest's description has to match the DG papers exactly.
What Anxin does: We give the carrier final cargo data, HS code and UN number before sailing from Dalian, so the Indonesian manifest matches the DG declaration.
Since 20 May 2025 primary batteries sold in Indonesia must be SNI-certified and marked (Permenperin 69/2024). A consignment for Semayang that mixes lithium-ion packs with primary cells needs the certificate for the latter.
What Anxin does: When a shipment includes primary cells, we ask the importer for the SNI certificate and check the marking on carton photos before loading.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Indonesia import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Fog hold delays the vessel; filings need amending | Yellow Sea, Apr–Jul | Amendment-ready filing data | Anxin with the declarant |
| Declaration flagged by document comparison; container opened | Dayaowan | Cross-document reconciliation before filing | Anxin with the declarant |
| Cargo shift in winter monsoon seas | Southern South China Sea, Nov-Mar | Checked stowage and bracing | Packing site, checked by Anxin |
| Container held for a manifest mismatch | Indonesian port of discharge | Manifest data checked against the DG declaration | Carrier, with data from Anxin |
Questions
The arrival notice goes in at least 24 hours before arrival for voyages of 24 hours or more, and the inward manifest before unloading.
From about November to March the north-east monsoon brings rough seas in the southern South China Sea. It rarely stops sailings, but it tests the stowage, so bracing matters more.
Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
