Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Mumbai and at customs in India.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Colombo is the main transhipment hub for Indian cargo: 8.29 million TEU in 2025, about 81% transhipment, around 45% of it India-linked. For Mumbai, a relay there means a second vessel whose DG acceptance matters as much as the first.
What Anxin does: We ask the carrier at booking whether the service to Mumbai relays in Colombo or elsewhere, and check that the DG acceptance covers the feeder leg too.
IMD puts the normal monsoon onset over Kerala at 1 June; in 2026 it came on 4 June and then spread north, reaching the whole country around mid-July. Battery cartons arriving at Mumbai in this period need to stay dry through discharge and delivery.
What Anxin does: For monsoon-season arrivals at Mumbai we ask for cartons with moisture protection and tell the consignee to plan unstuffing under cover.
Indian customs now verify BIS registrations online (CBIC Instruction 27/2025). If the manufacturer, model or factory location on the documents for Mumbai differs from crsbis.in, or the registration is deferred or cancelled, the goods are not cleared.
What Anxin does: We compare the model numbers and factory address on the invoice with the registration shown on crsbis.in before the goods leave Dalian.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the India import papers. We compare all three before confirming space.
