Lithium batteries for Bremerhaven go out of Dalian, the north-east's gateway on the Yellow Sea. On the way they face a voyage that may run through Suez as drawn or round the Cape, depending on the service, and they arrive at a Weser port that expects the electronic arrival notice a day ahead.

The German side adds producer registration with stiftung ear and the EU Battery Regulation's labelling calendar. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.

What we need to start

  • Dalian Dayaowan export
  • Winter ice & spring fog
  • German-language safety information
  • EU declaration of conformity
  • Electronic DG report before arrival

Route profile

How Dalian → Bremerhaven differs from other lanes

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Import country

Germany

EU Battery Regulation labelling and QR-code dates, stiftung ear registration under the BattDG, and an ICS2 entry summary that must exist before the box is loaded.

Where this route gets difficult

5 points to plan for on the Dalian → Bremerhaven route

Loading port first, then the sea leg, then Bremerhaven and the Germany market.

  1. Origin port

Ice in the northern Yellow Sea from January

Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  2. Sea corridor

Cape waters saw about a third of 2024's container losses

Round-Africa routing puts battery containers through South African waters. Of the 576 containers the World Shipping Council recorded as lost at sea in 2024, the South African Maritime Safety Authority estimates about 200, roughly 35%, went overboard near the Cape. In August 2024 alone, SAMSA reported 99 boxes lost from the CMA CGM Belem off Richards Bay and 46 from the MSC Antonio off Port St Johns in wintry weather.

What Anxin does: When the booking goes via the Cape, we apply the CINS stuffing checks (gaps, blocking, wall clearance) more strictly and ask for photos at every stage of packing.

  3. Destination port

Reported to the terminal before the goods enter the port area

Bremen's port ordinance requires dangerous goods to be reported electronically, through the port information system, to the handling facility or the port authority before they arrive in the port area. The ship itself sends an electronic arrival notification at least 24 hours before entering. For a class 9 container from Dalian the terminal's picture of the box comes from that report.

What Anxin does: We keep the dangerous-goods data on the booking final before departure and pass corrections to the carrier straight away, so the Bremerhaven report matches the container.

  4. Import country

The truck leg out of Bremerhaven runs under ADR

Road delivery from Bremerhaven is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

What Anxin does: We give the Germany haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Dalian.

  5. Import country

Mercury, cadmium and lead limits in portable batteries

Annex I of the Battery Regulation caps mercury at 0.0005 %, cadmium at 0.002 % and lead at 0.01 % by weight in portable batteries, and the lead limit has applied since 18 August 2024. Market surveillance in Germany can ask the importer to show that the goods meet these limits.

What Anxin does: We ask the manufacturer for its substance declaration or test report reference and file it with the shipping documents for the Germany importer; we do not test batteries.

Documents & compliance

What to have ready: Dalian to Bremerhaven

Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

At the Dalian end

  • Annex V safety documentation confirmed for stationary storage systems
  • Substance declaration covering mercury, cadmium and lead limits
  • Safety data sheet and dangerous goods safe-carriage declaration for the MSA cargo report
  • Customs packaging use-appraisal result for the dangerous goods packaging (with the maker's performance appraisal)
  • Container packing certificate signed by a certified packing inspector after supervised stuffing

For the carrier and the voyage

  • Routing (Suez or Cape of Good Hope) and any transhipment port stated on the booking confirmation
  • UN 38.3 test summary for every cell and battery type
  • Dangerous goods declaration with UN number (3480 / 3481 / 3090 / 3091), proper shipping name and packing instruction (P903, or P908/P911 for damaged)

For the importer in Germany

  • Haulier in Germany briefed with UN number, class 9 and tunnel code (E) for the road leg
  • Confirmation that the battery category's OfH participation is in place (BattDG)
  • Battery Regulation label / QR-code status, and battery passport where the battery is EV, LMT or industrial above 2 kWh

Match the details first

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Germany before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Bremerhaven.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Dalian to Bremerhaven

The CE marking on the battery and the manufacturer's EU declaration of conformity, which must be available in the language Germany requires. Both have applied since 18 August 2024.

It depends on the service. In September 2026 most Asia–North Europe capacity still sailed round the Cape of Good Hope; Sea-Intelligence put the Red Sea share for North Europe vessels at 27%. We ask the carrier to confirm the routing on the booking and quote each routing separately.

Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
