What to watch between Dalian and La Rochelle: 5 points

In the order the cargo meets them: at the loading port, at sea, at La Rochelle and at customs in France.

  1. Origin port

    Sea fog off Dalian, April to July

    Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.

    What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.

  2. Sea corridor

    Suez on the map, the Cape on most sailings

    The corridor on this page is drawn through Bab-el-Mandeb and the Suez Canal. In practice, Sea-Intelligence data for September 2026 put Red Sea routing on the Asia–Europe head-haul at 13–25%: 27% for services to North Europe and 57% for Mediterranean services. Which service calls at La Rochelle decides whether the box goes through Suez or round the Cape of Good Hope, and the two routings differ in length, in the waters crossed and in the ports where a box might be transhipped.

    What Anxin does: We ask the carrier to state the routing and any transhipment port on the booking confirmation, and we quote the two routings separately when both are on offer rather than mixing them.

  3. Import country

    Built-in portable batteries must be user-replaceable from February 2027

    From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to France for sale after that date need a design that meets the rule.

    What Anxin does: When appliances with built-in batteries are booked for France we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.

  4. Import country

    The ICS2 entry summary is due before loading in Dalian

    Sea cargo for the EU needs a complete Entry Summary Declaration under ICS2 Release 3, and for deep-sea containers it is due 24 hours before loading at the departure port. Carriers apply 'no manifest, no load', and a filing without a valid EORI number is rejected, so a data gap in Dalian leaves the box on the quay.

    What Anxin does: We collect the consignee's EORI number, an HS-level goods description and the house-bill parties at booking, and make sure the party filing the ENS has them before the Dalian cut-off.

  5. Import country

    The truck leg out of La Rochelle runs under ADR

    Road delivery from La Rochelle is an ADR movement, because the EU applies ADR to domestic journeys through Directive 2008/68/EC. For UN 3480 that means class 9, transport category 2 and tunnel code (E), which restricts the route through category E tunnels; batteries found damaged at unloading move to special provision 376 packing (P908 or P911).

    What Anxin does: We give the France haulier the same UN number, class and package details that appear on the sea dangerous goods declaration, so the ADR transport document matches the container paperwork from Dalian.

Questions

Common questions on the Dalian → La Rochelle route

24 hours before the container is loaded in China, not before it reaches La Rochelle. Without it carriers do not load the box, and a filing without an EORI number is rejected.
