Lithium batteries for Tallinn go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face a Suez-or-Cape voyage that ends with the Danish straits and the Baltic, and they arrive at the port of Tallinn.

The Baltic is reached only through the Danish straits, where deep-draught ships are advised to take pilots, and its northern ports set ice-class restrictions every winter.


Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Tallinn and at customs in Estonia.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Every winter Finland's Transport Infrastructure Agency sets traffic restrictions for its ports: only ships of a stated ice class and deadweight get icebreaker assistance. Exemption requests must be in at least three working days before arrival, and the restrictions for the Baltic are published on baltice.org. A feeder without the right ice class may not be allowed to call at Tallinn in the restriction period.
What Anxin does: For winter shipments we check the restrictions in force on baltice.org for Tallinn and ask the carrier to confirm that the final feeder has the required ice class before we book.
From 18 February 2027, Article 11 requires portable batteries built into appliances to be readily removable and replaceable by the end-user with commercially available tools, without heat or solvents, apart from limited derogations. Appliances shipped to Estonia for sale after that date need a design that meets the rule.
What Anxin does: When appliances with built-in batteries are booked for Estonia we point the importer to the February 2027 date so the manufacturer answers the design question before shipment; we do not assess compliance.
The Battery Regulation's due diligence obligations on cobalt, lithium, nickel and natural graphite were postponed by Regulation (EU) 2025/1561 and now apply from 18 August 2027, with Commission guidelines due by 26 July 2026. Buyers in Estonia are already asking suppliers for the supply-chain data they will need.
What Anxin does: We pass the Estonia buyer's due diligence questions to the manufacturer and keep their answers with the shipment file; the policy itself remains the producer's responsibility.
