This route runs from Liaoning through Dalian's Dayaowan terminals, then follows a long voyage ending in the North Atlantic or the Gulf of St Lawrence; at the far end is the port of Sept-Îles.
Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
Container data due 24 hours before loading, CARM security for release before payment, and a road leg that accepts IMDG papers under Canadian conditions.

Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Sept-Îles and at customs in Canada.
The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
Sea fog is one of the main marine hazards of the Yellow and Bohai Seas according to the China Meteorological Administration, concentrated between April and July and with a serious effect on shipping. A vessel held at anchor by fog can arrive late enough to push a box beyond the sailing its documents name.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
The Canadian Coast Guard's icebreaking season on the Gulf of St Lawrence and the St Lawrence River typically runs from December to May, and ships must clear with ECAREG CANADA 24 hours before entering, declaring their ice class. Winter sailings to Sept-Îles depend on the vessel's ice capability and on icebreaker routing.
What Anxin does: For December–May arrivals we ask the carrier whether the vessel or feeder serving Sept-Îles is ice-classed and build slack into delivery.
The CBSA requires marine carriers to transmit cargo and conveyance data for containers at least 24 hours before loading at the foreign port, including the estimated loading time. If the data are amended electronically before departure, the 24-hour count starts again from the CBSA's acknowledgement, so a late correction can push a box for Sept-Îles off its vessel.
What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Dalian and avoid amendments after the filing.
Since 1 June 2025, Québec lets recognised non-French trademarks stay untranslated on products, but any generic or descriptive words in them must appear in French on the product or a permanently attached medium. Stock made before that date can be sold until 1 June 2027.
What Anxin does: We check product and packaging artwork for goods going to Sept-Îles for French versions of descriptive wording before the order is packed.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

A document that is present but inconsistent holds a booking as surely as a missing one: the UN number, model name or carton count reads differently in the Dalian export filings, the carrier booking and the Canada import papers. We compare all three before confirming space.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice delays berthing in mid-winter | Northern Yellow Sea, Jan–Feb | Extra time before cut-off; schedule reconfirmed | Carrier, monitored by Anxin |
| Fog hold delays the vessel; filings need amending | Yellow Sea, Apr–Jul | Amendment-ready filing data | Anxin with the declarant |
| Ice delays arrival or limits which vessels can call | Gulf of St Lawrence, Dec–May | Ice-classed vessel confirmed; slack in delivery | Carrier |
| Container rolled after a late eManifest amendment | Loading port | Data final before filing | Carrier, with data from Anxin |
Questions
Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.
Yes, but the Coast Guard's icebreaking season on the Gulf of St Lawrence and the river typically runs from December to May, and vessels must report their ice class to ECAREG CANADA. We confirm the vessel's ice capability when booking.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
