From Dalian to Quebec City, cargo moves from Liaoning through Dalian's Dayaowan terminals, crosses a corridor into Atlantic Canada's waters, and is discharged at the port of Quebec City.

On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

Route profile

How Dalian → Quebec City differs from other lanes

Origin port

Dalian (Dayaowan)

North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.

Import country

Canada

Container data due 24 hours before loading, CARM security for release before payment, and a road leg that accepts IMDG papers under Canadian conditions.

Where this route gets difficult

Where Dalian → Quebec City shipments get held up: 6 points

Loading port first, then the sea leg, then Quebec City and the Canada market.

  1. Origin port

    Winter sea ice near Dayaowan

The Bohai Sea and the northern Yellow Sea freeze every winter. For 2021/22 China's marine forecast centre expected floating ice around 15 nautical miles offshore in the northern Yellow Sea, where Dayaowan is, and around 60 in Liaodong Bay, with the peak between mid-January and mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  2. Origin port

Dalian's MSA says misdeclared battery cargo is common

According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.

What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.

  3. Sea corridor

Panama draft or Suez routing decides the first half

Services to Quebec City run either via Panama, where the Neopanamax draft depends on Gatun Lake (a planned cut was postponed in September 2026), or via Suez and the Mediterranean, where Mediterranean services used the Red Sea 57% of the time in September 2026.

What Anxin does: We ask the carrier which routing the service uses and quote the options separately.

  4. Import country

A late eManifest correction restarts the 24-hour clock

Canada's advance commercial information rules want container data from the carrier 24 hours before loading abroad. Change the data electronically before the ship sails and the 24 hours run again from the CBSA's acknowledgement, which is how a correction made in Dalian can cost a container its sailing.

What Anxin does: We send the carrier the final cargo description, UN number, weights and consignee details before the cut-off in Dalian and avoid amendments after the filing.

  5. Import country

    Québec's battery recovery obligation

Québec's producer responsibility regulation covers batteries and battery-containing products. Producers must run a recovery program or join a recognized body such as Call2Recycle Canada before selling them in the province.

What Anxin does: For goods sold in Québec after landing at Quebec City, we ask which recovery program the producer belongs to at quotation.

  6. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Quebec City, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

Send the file once, complete

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.

Questions

Questions about shipping from Dalian to Quebec City

Only if the importer is enrolled in release prior to payment with financial security posted in the CARM Client Portal. Since 20 May 2025, importers without security pay duties and taxes at release.

Yes, but the Coast Guard's icebreaking season on the Gulf of St Lawrence and the river typically runs from December to May, and vessels must report their ice class to ECAREG CANADA. We confirm the vessel's ice capability when booking.

Dayaowan MSA reported in 2024 that omissions and misdeclarations of lithium battery cargo were frequent because the rules are complex, and it uses AI document comparison. Consistent data across the declaration, SDS and packing documents is the main defence.
