Lithium batteries for Hamilton go from Liaoning through Dalian's Dayaowan terminals. On the way they face a long voyage ending in the North Atlantic or the Gulf of St Lawrence, and they arrive at the port of Hamilton.
Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
Atlantic Canada and St Lawrence waters: icebreaking in winter, hurricane-force storms from October to April.

Where this route gets difficult
They run from the Dalian terminal through the voyage to Hamilton and the Canada import file.
Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Beyond Montreal the St. Lawrence Seaway is seasonal: the 2026 season opened on 22 March and is due to close in early January 2027 (5 January for the Montreal–Lake Ontario section). Its maximum draft there is 8.00 m, far less than an ocean container ship needs, so cargo for Hamilton normally changes to a smaller ship, rail or truck along the way.
What Anxin does: We ask the carrier where the container leaves the ocean vessel and how it continues to Hamilton, and we time winter deliveries around the Seaway closing date.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Hamilton has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
Under Ontario's Batteries Regulation, when no brand holder is resident in Canada the importer that markets batteries in Ontario is the producer. It must register with RPRA, fund collection and management, meet recovery requirements and report, even if it uses a producer responsibility organization.
What Anxin does: We ask the importer receiving goods at Hamilton whether it or the brand owner is registered with RPRA, so the obligation is clear before the goods are sold.

Documents & compliance
Anxin reviews documents supplied by the shipper, manufacturer and importer; it does not issue test reports, safety data sheets or import certificates.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice delays berthing in mid-winter | Northern Yellow Sea, Jan–Feb | Extra time before cut-off; schedule reconfirmed | Carrier, monitored by Anxin |
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.
Yes, but the Coast Guard's icebreaking season on the Gulf of St Lawrence and the river typically runs from December to May, and vessels must report their ice class to ECAREG CANADA. We confirm the vessel's ice capability when booking.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
