From Dalian to Digby, cargo moves out of Dalian, the north-east's gateway on the Yellow Sea, crosses a corridor through the Panama Canal, and is discharged at the port of Digby.

Canada adds an eManifest that closes 24 hours before loading and a CARM account that decides whether goods are released before duty is paid. This page sets out 6 points specific to this route, how Anxin handles each one and which documents to prepare.

What we need to start

  • Winter ice & spring fog
  • Dalian Dayaowan export
  • Bilingual labels
  • eManifest cut-off
  • CARM account

Route profile

What sets Dalian → Digby apart

Sea corridor

Asia – Americas via the Panama Canal

A Panama Canal corridor whose Neopanamax draft depends on Gatun Lake levels, followed by the Caribbean during hurricane season.

Import country

Canada

Canada checks the carrier's eManifest before loading, the importer's CARM security at release and, for consumer goods, bilingual labels.

Where this route gets difficult

6 pain points from Dalian to Digby

Loading port first, then the sea leg, then Digby and the Canada market.

  1. Origin port

A smaller flow under the new ship-carriage standard

Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.

What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.

  2. Origin port

Ice in the northern Yellow Sea from January

Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.

What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.

  3. Sea corridor

Gatun Lake sets the Neopanamax draft

How deep ships can load through Panama's new locks depends on Gatun Lake. In September 2026 the Canal Authority's advisory A-33-2026 postponed a cut in the Neopanamax draft from 14.63 m to 14.48 m that had been due on 1 October, citing lake levels; a lower limit reduces what a ship bound for Digby can carry.

What Anxin does: We check the canal advisory in force when we quote for Digby and ask carriers to confirm that the booked vessel's routing and any canal surcharge will not change before sailing.

  4. Import country

Release before payment needs security posted in CARM

Since the CARM transition ended on 20 May 2025, importers without financial security posted in the CARM Client Portal no longer get release prior to payment; they pay duties and taxes when the goods are released. For a first shipment through Digby, that decides whether goods can leave the terminal before the duty is settled.

What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.

  5. Import country

IMDG papers work on the road leg, with Canadian conditions

TDG Regulations s. 9.3 let an international consignment move by road to or from Digby under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.

What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

  6. Import country

    Nova Scotia's household battery stewardship

Nova Scotia requires producers of household batteries under 5 kg to run or join an approved stewardship program. Since 1 July 2024 brand owners fund and manage it, and retailers may not sell batteries from brand owners who are not in a program.

What Anxin does: For household batteries arriving at Digby for Nova Scotia retail, we ask whether the brand owner participates in the approved program before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.

Carriers we book with

Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
