Lithium batteries for Coal Harbour go through Dayaowan, where Liaoning's first JT/T 1543 lithium export sailed in May 2025. On the way they face a great-circle crossing of the North Pacific, and they arrive at the port of Coal Harbour.
Canadian clearance depends on eManifest data filed before loading and on the importer's CARM set-up. This page sets out 5 points specific to this route, how Anxin handles each one and which documents to prepare.
What we need to start
Route profile
North-east China's battery gateway at Dayaowan, with a small but growing lithium export flow, a local MSA that has named misdeclaration as its main problem, and both winter ice and spring fog.
A great-circle route across the North Pacific, exposed to hurricane-force winter storms from October to April.

Where this route gets difficult
They run from the Dalian terminal through the voyage to Coal Harbour and the Canada import file.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
Sea ice forms every winter in the Bohai Sea and northern Yellow Sea. In winter 2021/22 China's marine forecast centre expected floating ice about 15 nautical miles out in the northern Yellow Sea, where Dalian's Dayaowan lies, and about 60 in Liaodong Bay, peaking from mid-January to mid-February.
What Anxin does: For January–February sailings from Dalian we allow extra time between stuffing and the DG cut-off and reconfirm the vessel schedule the week before loading.
From Dalian the drawn corridor to Coal Harbour runs across the North Pacific without a canal or Red Sea passage, so weather replaces chokepoints as the risk. The ONE Apus, bound from Yantian to Long Beach in November 2020, had a stack collapse in a storm about 1,600 nautical miles north-west of Hawaii; her owners said more than 1,900 containers could be lost or damaged, up to 40 of them hazmat.
What Anxin does: For winter sailings especially, we review blocking and bracing on stuffing photos against the CINS points before sealing, and make sure the DG declaration is complete, so a damaged box can be identified and handled correctly.
Battery-containing products, portable power stations and replacement batteries sold in British Columbia fall under a new EPR category: plans are due by 15 December 2026 and programs must operate by 1 October 2027. For goods landed at Coal Harbour, whoever counts as the producer has to be ready.
What Anxin does: For goods sold in British Columbia after landing at Coal Harbour, we flag the 2026 plan deadline to the importer so the brand owner's EPR membership is settled before the program starts.
TDG Regulations s. 9.3 let an international consignment move by road to or from Coal Harbour under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

Most delays on this route start with a document that exists but does not match: a UN number, a model name or a package count that differs between the Dalian filings, the carrier booking and the Canada import file. We check the three against each other before the booking is confirmed.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Ice delays berthing in mid-winter | Northern Yellow Sea, Jan–Feb | Extra time before cut-off; schedule reconfirmed | Carrier, monitored by Anxin |
| Fog hold delays the vessel; filings need amending | Yellow Sea, Apr–Jul | Amendment-ready filing data | Anxin with the declarant |
| Stack collapse or cargo shift in a North Pacific storm | Mid-Pacific | Blocking and bracing checked before sealing; complete DG data for incident response | Packing site / carrier, checked by Anxin |
Questions
At least 24 hours before loading in China. If the data are amended electronically before the ship sails, the 24 hours restart from the CBSA's acknowledgement.
Weather is the main risk on this crossing: NOAA recorded hurricane-force North Pacific storms from October to April, most often in December. We tighten the packing checks for those sailings.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
