This route runs from Liaoning through Dalian's Dayaowan terminals, then follows a long voyage ending in the North Atlantic or the Gulf of St Lawrence; at the far end is the port of Churchill.
On the Canadian side the carrier's eManifest is due before loading and the road leg follows TDG conditions. The 5 points below are particular to this lane; each comes with what we do and the paperwork it touches.
What we need to start
Route profile
A final leg through North Atlantic or St Lawrence waters, with ice from December to May and winter storms that peak in January.
Container data due 24 hours before loading, CARM security for release before payment, and a road leg that accepts IMDG papers under Canadian conditions.

Where this route gets difficult
Loading port first, then the sea leg, then Churchill and the Canada market.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Services to Churchill run either via Panama, where the Neopanamax draft depends on Gatun Lake (a planned cut was postponed in September 2026), or via Suez and the Mediterranean, where Mediterranean services used the Red Sea 57% of the time in September 2026.
What Anxin does: We ask the carrier which routing the service uses and quote the options separately.
TDG Regulations s. 9.3 let an international consignment move by road to or from Churchill under IMDG classification, marks, labels and documents. The shipping document must still be legible in English or French and show a 24-hour telephone number, and a container must carry placards under TDG Part 4 or the IMDG Code.
What Anxin does: We check that the DG declaration is in English, carries a 24-hour number that the consignee has arranged and matches the container's placards before the documents go to the Canadian trucker.
The CBSA's CARM transition ended in May 2025. Importer accounts with dutiable goods that had not posted financial security were removed from release prior to payment, and they now pay duties and taxes at release. An importer new to Churchill has to settle this before the first container lands.
What Anxin does: At quotation we ask the Canada importer whether its CARM account has security posted for release prior to payment, so the broker's release plan is known before the ship arrives.
Canada's consumer packaging rules require most mandatory label information on prepackaged consumer products in both English and French. Only the dealer's name and address may be in one language, and imported goods that do not state their origin need 'imported by / importé par' before it.
What Anxin does: For retail-packed goods going to Churchill, we check the carton and retail-box artwork for the bilingual text before production is packed.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Canada before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Churchill.
Carriers we book with
Our booking panel; availability on this lane and acceptance of the declared UN numbers are confirmed for each booking. It does not mean that a listed carrier runs a direct service on this route. Carrier choice depends on the trade lane, cargo classification and each carrier's dangerous-goods acceptance at booking. The final carrier is confirmed on the booking.
Risk & mitigation
| Risk | Where | Mitigation | Who acts |
|---|---|---|---|
| Goods held at release until duties and taxes are paid | Canadian port of discharge | CARM security checked at quotation | Importer / broker |
Questions
Yes. TDG s. 9.3 allows IMDG documentation and marks for an international consignment going to or from a port, provided the document is legible in English or French and carries a 24-hour number.
NOAA's storm study found hurricane-force winter storms from October to April, most often in January.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
