Where this route gets difficult
In the order the cargo meets them: at the loading port, at sea, at Sihanoukville and at customs in Cambodia.
According to Dayaowan MSA in April 2024, lithium battery cargo was often under-declared or misdeclared because the rules are complicated. It responded with a dedicated desk and hotline, priority for EV batteries, and AI-based document comparison intended to reduce container openings, which means any mismatch between the declaration and its supporting papers gets flagged.
What Anxin does: We reconcile the UN number, classification, packing group, quantity and SDS across every document before filing, which is exactly what an automated comparison will test.
Dalian's battery flow is modest: Dalian MSA recorded 885 TEU of lithium battery exports in the first four months of 2025, and Liaoning's first export under JT/T 1543 left Dayaowan on 4 May 2025. Carriers should refuse batteries that fail JT/T 1543, and a thin flow leaves fewer alternative sailings when a booking is turned down.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
Western North Pacific typhoons average 25.1 a year (JMA, 1991-2020), with August and September the busiest months. For Sihanoukville the risk is less the sea passage than a port closure in Dalian or on arrival, which moves the box and its DG declaration to a later ship.
What Anxin does: In typhoon months we check the carrier's DG acceptance for the next two vessels as well, so a rolled container can be refiled quickly rather than rebooked from scratch.
Cambodian customs receive the carrier's manifest, with a separate dangerous goods manifest, through Port-EDI. Missing or inconsistent DG entries for Sihanoukville stop the container before the importer can declare it.
What Anxin does: We give the carrier the UN number, class, packing group and packages at booking, so the Port-EDI DG manifest is complete when the ship arrives.
Every Cambodian import declaration gets a risk lane: red, yellow, green or blue. For red, CamControl may join customs in opening the container at Sihanoukville, so clear battery documents save time.
What Anxin does: We send the importer a complete set of documents, including the safety data sheet and test summary, before arrival, to support the declaration.

These documents come from the shipper, the manufacturer and the importer. Anxin checks them against each other; it does not issue test reports, safety data sheets or import certificates.
