Dalian to Payra

This route runs from Liaoning through Dalian's Dayaowan terminals, then follows the Indian Ocean monsoon corridor; at the far end is the port of Payra.

Where this route gets difficult
Loading port first, then the sea leg, then Payra and the Bangladesh market.
Liaoning's first lithium battery export under JT/T 1543 sailed from Dayaowan on 4 May 2025, and Dalian MSA counted 885 TEU of lithium batteries exported in the first four months of that year. Carriers should not accept batteries that do not meet JT/T 1543, and with a thinner flow there are fewer sailings to fall back on if a booking is refused.
What Anxin does: We check JT/T 1543 conformity evidence with the manufacturer before booking and confirm the carrier's acceptance of the UN numbers in writing.
The China Meteorological Administration describes sea fog as a major marine hazard in the Yellow and Bohai Seas, with the season mainly from April to July, seriously affecting sea transport. Fog holds keep vessels at anchor, and a late vessel can push the box past its documented sailing.
What Anxin does: In the fog season we avoid tight stuffing-to-cut-off gaps and keep the filing data ready to amend if the vessel changes.
ReCAAP counted 21 armed-robbery incidents in the Straits of Malacca and Singapore in the first half of 2026, down 74% but still 60% of all Asian cases. They are mostly night-time thefts of engine spares from bulk carriers and barges; a container ship bound for Payra is a less usual target but uses the same lanes.
What Anxin does: We keep the vessel and voyage on the booking record for Payra, so a carrier incident or delay notice can be matched to the shipment straight away.
NBR rules require dangerous goods to conform to the IMDG Code and to be declared on the manifest with the correct class and technical name. A vague description such as 'batteries' for cargo to Payra is not enough and can hold the container.
What Anxin does: We give the carrier the exact proper shipping name, UN number and class for the manifest, matching the DG declaration.
Payra's Rabnabad channel has only about 5.9-6.5 m of water, and the port's first terminal is expected to open in October 2026. Services to Payra are limited to small vessels, and container handling should be confirmed with the carrier.
What Anxin does: We check with the carrier that it offers DG service to Payra and on what vessel before quoting, and suggest Chattogram if not.

Documents & compliance
Test reports, safety data sheets and import certificates come from the shipper, factory and importer, not from Anxin; our part is to review them before booking.

We line up UN numbers, model names and package counts across the Dalian filings, the booking with the carrier and the documents for Bangladesh before the booking is confirmed, so that a mismatch is fixed at origin rather than discovered at Payra.

The India Meteorological Department describes two North Indian Ocean seasons, April–May and October–December, the latter being the main one.
Sea ice forms every winter in the northern Yellow Sea; in 2021/22 it was forecast to reach about 15 nautical miles out there, peaking mid-January to mid-February. We plan extra time for those weeks.
